- The U.S. Department of Commerce, National Weather Service (NWS) is in need of a contractor to supply all labor, equipment, and material necessary to install new shut-off valves in the hot and cold water supply lines to fifty (50) existing sinks in Building 1, and for thirteen (13) existing sinks in Building 2 at the National Marine Fisheries Service located at Milford, Connecticut. HOW TO OBTAIN A COPY OF THE SOLICITATION: Firms interested in receiving notification when the solicitation is available must submit a request in writing to the attention of Jane Cerda via e-mail at jane.d.cerda@noaa.gov or facsimile at 816-274-6950. All requests should be received by July 3, 2007. Requests should reference solicitation number WC133F-07-RQ-0392. Requests must include company name; address; CAGE number, DUNS number, phone number; fax number, and e-mail address. NO PHONE REQUESTS WILL BE ACCEPTED. All sources submitting a written request for the solicitation will be notified via e-mail when the solicitation documents are available along with instructions on how to obtain them. The solicitation will be available on or about July 3, 2007. Hard copies of the solicitation will not be available. IMPORTANT NOTE: Firms must be registered in FedTeDs in order to obtain a copy of the solicitation. For instructions on how to register in FedTeDs please access the following web site https://www.fedteds.gov/. All responsible sources may submit an offer that will be considered by the agency. The resultant procurement will be a firm fixed-price contract. This will be a 100% small business set-aside. The North American Industrial Classification System Code (NAICS) is 238220. The size standard for Small Business is $13 million. The estimated price range of this project is between $25,000 and $100,000. Completion time for this project is thirty (30) calendar days after the Notice to Proceed. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR) database. Register via the CCR Internet site at http://www.ccr.gov or by contacting the Electronic Commerce Information Center at 1-877-DLA-DALL or 1-877-352-2255. In order to register with the CCR, all firms must have a Dun & Bradstreet number. There is a new Federal Integrated Acquisition Environment (IAE) initiative called Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in solicitations. According to the language in FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005.
