- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Reconditioning Center (NRC) located in Kansas City, MO, intends to modify Purchase Order 8J133W-06-SE-1823 to repair equipment and extend the delivery date through November 16, 2007 with Peerless-Winsmith Inc, Springville, NY based on the following reasons 1) Peerless-Winsmith Inc owns the proprietary and confidential drawings developed for Nexrad Elevation and Axzimuth Differential Planetary Gear Reducer Tracking Drives; 2) These custom tracking gear reducers incorporate many unique and special design details that were developed by Peerless-Winsmith, Inc. 3) The manufacture of these speed reducers including various refurbishment components involves the use of special Winsmith casting patterns and production tooling which was all developed by and is the property of Peerless-Winsmith, Inc; 4) Peerless Winsmith, Inc. has the facilities, procedures, and expertise to assure the successful and timely repair of equipment; 5) The Government equipment is currently at the Peerless-Winsmith facility. Peerless-Winsmith was tasked to tear down the equipment and conduct the diagnostic testing necessary to evaluate the condition of the equipment and identify discrepancies that require correction; 6) This equipment is critical to operations. Interested firms that have the capability, demonstrated knowledge, experience and authorized access to proprietary specifications produced by Peerless-Winsmith Inc to repair this type of equipment are invited to respond. Information submitted will be used to determine if competition is feasible for future requirements. The Government plans to negotiate with Peerless-Winsmith Inc. for the repair of Government equipment currently in its possession. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Technical capability, knowledge, experience, and authorized access to proprietary specifications produced by Peerless-Winsmith Inc. to repair this type of equipment. The applicable NAICS code is 333612. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
