- SOLICITATION CHANGE: The engine required for this boat has been modified to now read: Vessel shall be powered with a Yamaha 250 hp four stroke main outboard, 30 inch shaft length and have a fuel capacity of no less than 100 gallons. REQUEST FOR QUOTES: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. SET-ASIDE: This acquisition is totally set-aside for small business concerns, NAICS 336612. The small business size standard for this acquisition is 500 employees. Submission of a quote constitutes a representation that the contractor is a small business. PROJECT DESCRIPTION: To purchase a 26-foot welded aluminum mono-style hull landing craft package per standard commercial specifications and as described in this solicitation. SALIENT CHARACTERISTICS The Craig Ranger District would like to replace two vessels and four outboard motors with a 26-foot by 8.5-foot welded aluminum mono hull design landing craft. These vessels and motors have all reached their replacement cycle and should be sold as units to receive the highest salvage value. The Craig Ranger District needs a boat that has the ability to move materials, tools, ATVs as well as people for research, recreation maintenance, habitat enhancement and monitoring work. The boat must be capable of shallow draft operation in rough seas, must be able to sit on the beach during low tide and be able to have engines raised fully out of the water. Cabin configuration shall be offset to Starboard with sliding door and be capable of carrying up to six passengers, constructed with Alaska Bulkhead and be furnished with the basic navigational lighting and appurtenances. Vessel shall be powered with a Yamaha 250 hp four stroke main outboard, 30 inch shaft length and have a fuel capacity of no less than 100 gallons. Bow door shall be 64 inches wide, minimum. Include a galvanized boat trailer with adequate capacity. The boat shall be painted with non-skid paint on all walking surfaces including inside of bow door and anti-fouling black paint on bottom to 4 inches above water line. Hull bottom and sides shall be fabricated of one-fourth inch marine grade aluminum and hull design furnished shall have no less than five years of successful open water operations and customer satisfaction. Hull shall include beach wear plates doublers on leading edges. Power trim tabs. Boat is to be delivered as a turnkey unit. PACKING AND SHIPPING Delivery required is FOB Destination to Craig Ranger District, 504 9th Street, PO Box 500, Craig, Alaska 99921 via truck/barge. Delivery due date will be approximately 340 calendar days from date of award. Final inspection will be at Craig Ranger District. APPLICABLE CLAUSES: The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.219-6, 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-3.) Specifically, the following clauses cited are applicable to this solicitation: FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration and FAR 52.212-3, Offeror Representations and Certifications Commercial Items. All contractors must be registered in the Central Contractor Registration database (CCR) and include a copy of their representations and certifications (ORCA) with their quote unless they have been completed online. All contractors must be registered in the CCR database and provide evidence of compliance with 52.212-3 (ORCA) to be considered for award. CCR and ORCA my be accessed electronically at http://www.bpn.gov. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. EVALUATION FACTORS: An offer will be made to the contractor whose quote represents the best overall value to the Government, price and other factors considered, including ability to meet delivery schedule (intent is to have this vessel by start of 2008 field season), cabin design that has optimum deck space to haul freight while providing cabin seating for up to six passengers and incorporating some form of offset cabin configuration, vessel manufacturer and model design proposed shall have no less than 5 years of successful open water operation and customer satisfaction, and registration in CCR/ORCA.
