- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts intends to solicit, negotiate and award a sole source Contract under an approved Agency Standardization Program to L3 Communications-Narda East, 435 Moreland Road, Hauppauge, NY 11757. The NAICS code is 334220. The following items will be procured: Item 1. Narda UC6M2-410A000, C-Band Low Phase Noise Upconverters, Quantity: 12 each; Item 2. Narda DC4M2-410A000, C-Band Low Phase Noise Downconverters, Quantity: 12 each. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (b) (4), 41 U.S.C. 253 c (1) When the Agency head has determined in accordance with the Agency's standardization program that only specified makes and models of technical equipment and parts will satisfy the Agency?s need for additional units or replacement items, and only one source is available. L3 Communication-Narda East C-Band Low Phase Noise Upconverter/Downconverter product line is currently embedded into the Word Wide Network as the satellite modem. The Agency has standardized on the Narda product line for the worldwide distribution of satellite equipment to insure standardization in terms of training, acquisition of network parts and compatibility into the existing satellite networks and the associated systems. This Notice of intent is not a request for competitive price quotations or proposals. This Notice of intent is not a request for competitive price quotations or proposals. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such statements of interest by 3PM EST, Thursday, July 5, 2007 and shall reference RFQ No. BBGCON3607S6498 to be considered. Oral submission of interest and capabilities will not be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
