- THIS IS A SYNOPSIS FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS IS A COMPETITIVE 8(a) SMALL BUSINESS SET-ASIDE. PROPOSALS WILL BE REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is: FDA-SOL-07-00210 and the solicitation will be issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. The associated North American Industrial Classification System (NAICS) code for is 518210, size standard $23,000,000. To qualify as an 8(a) small business, the manufacturer and the distributor must be classified as an 8(a) small business under the NAICS code identified above. The Task Order 1 provided in Attachment 2 is anticipated to be the first task order to be awarded under the contract. The contractor is expected to provide actual cost and pricing for the Task Order 1 in Attachment 2. The evaluation factors contained in Attachment 2, table 14 will be used to evaluate all proposals submitted in response to this IDIQ solicitation. The solicitation issue date is May 24, 2007. A copy of the solicitation will be available via FED BIZ OPPS on the issue date. Telephone requests will not be honored. Questions must be submitted in writing no later than May 31, 2007 to monifa.coleman@fda.hhs.gov .
