Description
NAICS Code: 325998 NAICS Code: 334519 The EPA/ORIA/R&IE Center for Environmental Restoration, Monitoring, & Emergency Response (CERMER) under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Ludlum Instruments, Inc. of Sweetwater, TX for 35 M19 Portable Micro-R Meter (Part #48-1615). The meters are used for low level Micro R gamma survey. The justification for a sole source purchase order is as follows. ORIA/R&IE needs specialized detection equipment to be used during the deployment of the RadNet-Deployable National Radiological Monitoring Stations, as R&IE is tasked with supplying field instruments to deployment personnel operating the RadNet-DNRMS. The handheld detection equipment will be used to determine ambient background reading specific to radiation detection, specifically, gamma ambient radiation, prior to setting up a deployable unit. The consistency of this handheld equipment and familiarization between agencies is vital to an effective operation. Personnel in the field must be able to competently operate the equipment, to repair the equipment, and to have coordinated usage between field operators. In the twenty years that R&IE has depended upon Ludlum instruments, R&IE has developed a familiarization with the equipment that has become the basis for internal standard operating procedures, allowing for consistent training of staff and uniform maintenance - a uniform maintenance which relies upon interchangeable Ludlum parts already in R&IE?s inventory and calibration contracts currently in place. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
