- Description
- The Internal Revenue Service (IRS) intends to negotiate and enter into a sole source contract with Weber Shandwick Worldwide in accordance with FAR 6.302-1 for maintain and update six electronic toolkits developed over the past four years and add additional toolkits as required in conjunction with the Internal Revenue Service's marketing campaigns. The toolkits provide on-line assistance and information to taxpayers, media, outside partners and local IRS offices on a 24/7 basis. To maintain currency and consistency, updates to the toolkits must be made quickly and efficiently changes to one kit must be reflected in all associated kits at the same time. The URLs for these sites have been widely publicized and retaining the addresses will ensure users gain access without interruption. Existing Toolkits: (1) Electronic Press Kit (EPK) - http://www.irs-tas.com/ (2) The Advocate Tool Kit (ATK) - http://www.advocatetoolkit.com/ (3) The Tax Literacy Tool Kit (TLTK) - will provide taxpayers challenged by language, education and/or disability with an understanding of tax filing/reporting requirements and how to meet their tax obligations. It is available in English and Spanish. (4) SPEC Toolkit - www.irs-eitc.info/spec (5) Electronic Press Kit (EPK) - www.irs.eitc.info (6) Practitioner Toolkit - www.eitcfortaxpreparers.com. The period of performance is for one year from date of award and four (4) option years. Interested parties that can provide the above requirement shall submit a written proposal by 11:00 AM EST on the date specified (July 3, 2007). Responses will be accepted by e-mail to Kathy.M.Pham@irs.gov. The reference number for this announcement is C7-C1-01-CL-C02. Please note that no solicitation document exits and request for a solicitation will not be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No award will be made on the basis of any quotations / proposals or other information received in response to this notice.
