- The Bureau of the Public Debt, Administrative Resource Center (ARC), on behalf of Community Development Financial Institutions (CDFI) is assessing the market to gain information on contractors who could perform a business process review of the administration and management of the CDFI program, the Native American CDFI Assistance (NACA) Program and the Bank Enterprise Award (BEA) Program. The review will consist of two phases. Phase One shall consist of five primary tasks ? information gathering, evaluation, report/recommendations, development of standard operating procedures, and presentation of an organizational transition plan. Phase Two (which is optional at the discretion of the CDFI Fund) shall consist of two primary tasks ? implementation and development and operational support. The period of performance will be nine to twelve months. The Contractor must have experience in the following: formulating grant management policies at the Federal level; work with federal grant making agencies in organizational transformation; grant management line of business; assessment of business processes of a grant making agency; establishment and implementation of grant management training programs for staff; Federal grant rules and regulations; business process reengineering; and Federal grant management IT knowledge. ARC is requesting information that will demonstrate the vendor?s ability to meet the requirements listed above. Please note that this information is being requested for information and planning purposes only. The Government does not intend to award a contract or otherwise pay for the information requested. Public Debt will assess the ability of the market to meet the needs as stated above based on the information received. Dependent upon the results of this market survey, Public Debt may issue a solicitation to acquire the services. In addition to the information requested above, please provide ARC with the following: 1. The name and location of your company, contact information, and identify your business size (Small Business, Large Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, or HubZone) based on NAICS Code 541611, size standard $6.5 m. 2. The name and contact information for customers, current or previous, for which you have provided services similar to the ones that we require. Also, please include whether your services are available through a GSA Schedule. Please include the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. Responses to this request must be submitted no later than 2:00 p.m. EDT on June 25, 2007 and may be submitted electronically to: PSB2@bpd.treas.gov. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this RFI will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that the response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this sources sought notice.
