Description
The Bureau of Engraving and Printing (BEP) designs and manufactures US currency (Federal Reserve Notes (note) for the Federal Reserve System. This RFI seeks information to develop technology to assist the blind or visually impaired (estimated to be over one million people in the U.S.) with the ability to positively identify the specific denomination of a note. The proliferation of cell phones with embedded cameras (camera phone) presents a unique opportunity to harness the processing power in the camera phone to provide the note identification function via the incorporation of software on the camera phone. The BEP is seeking technological solutions and business information from entities capable of providing this functionality as a service to the public. This RFI is not seeking information associated with any other type of electronic reader. This RFI is for camera phone based solutions only. The concept of operation is that a person (user) invokes a special software program (application) pre-loaded onto their camera phone and takes a camera phone based photograph of a note. The camera phone processes the image, correctly identifies the specific denomination and outputs the denomination value as either a spoken word over the camera phone?s speaker or a vibratory pulse using the camera phone?s vibration notification capability. Responses to this RFI should be less than 15 pages in total length addressing the requirements of Section A (Technical) and Section B (Business). Responses may include text and graphics of the respondents choosing. Proprietary information is permitted to be submitted insofar as it is clearly identified and marked in the response. At this time, the Government cannot project if or when an RFP will be issued for this capability.
