Description
General: The National Park Service is issuing a soliciation for offers from construction firms having the capability to perform the work described below. This solicitation will be issued electronically (paper copies of the solicitation will not be made available) on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Prospective offerors desiring to conduct business with the National Park Service are requested to register at the National Business Center. Solicitation documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be availabe in Adobe PDF format and drawings will be availabloe in TIFF format. Offerors wishing to receive electronic notifications of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent. Title of Prlject: Keweenaw History Center System and Facility Improvements, Keweenaw National Historic Park, Calumet, Michigan. The work of this contract consists of interior improvements (architectural, mechanical, electrical, and plumbing) to and restoration, in part, of historic interior architectural detailing for the Keweenaw History Center at Keweenaw National Historical Park. The solicitation will be issued on or about July 3, 2007, with offers due due on or about July 31, 2007 (see solication for time and date bids are due). The solicitation will be issued and awarded under a HUBZone set aside. A firm fixed-price contract willbe awarded tothe offeror providing the best value to the government. Magnitude of Project: $150,000.00 to $250,000.00.. The technical criteria (See Section M of the Solicitation) for this project is as follows: Relative importance of the following Evaluation Factors: Technical factors are listed in descending order of importance. For this solicitation all evaluation factors are not equal. THE TECHNICAL FACTORS ARE SIGNIFICANTLY MORE IMPORTANT THAT THE COST. A. Past Preservation Experience. Provide three (3) past historic preservation costruction projects with work that is similar to the facility improvements proposed for Keweenaw History Center. Specific experience shall include: high effieiency boiler installation with associated piping, equipment and controls, unit heater installation, plumbing fixture installation, tankless direct vent-forced combusion water heater installation, electrical work, rough carpentry, Gypsum veneer plastering, interior painting, ceramic tile installatin, and wood floor refinishing. Provide a preliminary outline of and example of a Historic Treatment Plan used for educational or orientation pruposes that is similar to the requirements for Historic Treatment Program specified in the contract Project Manual. B. Construction Team Members. Contractors shall identify qualification of all proposed construction team members, including sub-contractors. Specific experience shall exhibit an ability to manage a multi-disciplinary team. Provide demonstrated experience with histoir building projects similar to work proposed. C. Construction Schedules and Plans. Provide examples of construction schedules, site plans, quality control plans and safety plans for past projects similar to the work proposed. Identify how construction schedules were efficiently managed, up-dated and followed. Describe how information would be conveyed between the geneeral contractor, sub-contractors and the National Park Service. Price. A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other offered prices received and comparision to the Independent Government Cost Estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced.
