Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SEE NUMBERED NOTE 1. Solicitation number W912EE-07-T-0031 is being issued as a Request For Quotes (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-17. This procurement is a 100% set-aside for small business concerns under NAICS Code 488330 (SIC 4492) with a size standard of $6,500,000. The USACE, Vicksbu rg District, Mat Sinking Unit has a need for two marine traffic controllers for approximately 30 days each. The Marine Traffic Controllers must have knowledge of all applicable Coast Guard rules and regulations. The controllers must apply and utilize his extensive river knowledge in determining vessel priority and maintaining maximum traffic flow for safe operating conditions. The controllers will be responsible for making radio contact with the river traffic for the purpose of minimizing vessel created w ave action and other navigational hazards during mat sinking operations along the Mississippi river banks. The controllers are expected to converse with other pilots and navigation interests in the area and apply diplomacy and tact in controlling river tr affic. The controllers must have experience with the New Orleans/Baton Rouge Pilots Association, and be familiar with the Mississippi River. The Marine Traffic Controllers must possess and keep a current Master Pilots license with unlimited tonnage with i n the range from Baton Rouge, La to the mouth of the Mississippi River. The controller must have knowledge of river traffic such as small river vessels, single barge tows, multiple barge tows and ocean going vessels. The marine traffic controllers must h ave 4 years of verifiable experience as a qualified marine traffic controller. --Please provide a copy of Master Pilots license and a point of contact to verify the 4 years of verifiable experience. REQUIREMENTS: Schedule of Work: Each marine traffic controller is expected to work 12 hours per day. This time shall be approved by the Chief , Revetment Section. Substitutions of the Marine Traffic Controller will be limited to emergencies only, and will be subject to approval of the Chief, Revetment Section. The Mat Sinking Unit is estimated to be in the Mississippi River (mile 219.7 RDB and below) on or about Nov. 2007, for approximately 30 days. The cost will be based on a 12 hour daily work period. The cost to include all travel, lodging and a 12 hour pay period. Meals will be provided by the Government aboard the Mat Sinking Unit.
