- Solicitation number W31P4Q-07-T-0057 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to requirement for a one year subscription renewal for CSA Illumina, electronic, on line databases with Cambridge Scientific Abstracts (CSA). This requirement includes a database collection that covers a wide range of fields in the biological sciences, aquatic sciences, engineering and technology, market research and scientific conferenc es which allows access for an unlimited number of users. CLIN 0001 will be issued for a one year subscription renewal for a database collection that covers a wide range of fields in the biological sciences, aquatic sciences, engineering and technology, ma rket research and scientific conferences which allows access for an unlimited number of users. Shipping costs for delivery shall be included in the quote as FOB destination for Redstone Arsenal, AL. All responsible sources may submit an offer, which shal l be considered by the Agency, if received by 2 July 2007, noon (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Ac quisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. The Government intends to acquire a commercial item using FAR Part 12. The solicitation/ resulting contract include the following provisions/clauses: Provision 52.21 2-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Im plement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition. Offer is due not later than 12:00 noon, (CST), 2 July 2007, in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on July 2, 2007. Such capabilities/qualifications will be evaluated solely for the purp ose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the dis cretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
