- Solicitation number W31P4Q-07-T-0067 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to requirement for a one year subscription renewal for IEL electronic, online, full text access to all publications provided by the Institute of Electrical and Electronics Engineers (IEEE) . This requirement includes standards, journals, conference proceedings full text access to users desktops. CLIN 0001 will be issued for a one year subscription renewal for IEL electronic, online, full text access to all publications provided by the Institute of Electrical and Electronics Engineers (IEEE). This requirement includes standards, journals, conference proceedings full text access to user s desktops. Shipping costs for delivery shall be included in the quote as FOB destination for Redstone Arsenal, AL. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 2 July 2007, noon (CST). Any award re sulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. The Government intends to acquire a commercial item using FAR Part 12. The solicitation/ resulting contract include the following provisions/clauses: Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representation s and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acq uisition. Offer is due not later than 12:00 noon, (CST), 2 July 2007, in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. Interested organizations may submit their capabilities and qualifications to perform the effor t in writing to the identified point of contact not later than 12:00 p.m. local time on July 2, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basi s. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to t his notice. All responsible sources may submit an offer which shall be considered by the agency.
