The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Along with the SF171 or OF 612, applicants shall provide a resume and three written references including contact information. PERIOD OF PERFORMANCE: August 2007 - July 2008(extendable) 7. PLACE OF PERFORMANCE: DOS/INL/RM/AIJS, Washington, DC 8. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR ? This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Afghanistan, Iraq and Jordan Support Division (INL/RM/AIJS) Washington, DC. ? The incumbent works with the Division?s senior project managers, cost/price analysts, financial management analysts, and programs offices throughout INL in developing, implementing, managing and monitoring major contract actions required to support the Bureau?s programs. ? The incumbent?s focus will include, but not be restricted to, developing, coordinating and implementing administration policies, systems and procedures for managing and monitoring the Bureau?s extremely complex project or program-related contracts in support of INL?s present and future post conflict multi-billion dollar programs in civilian police training and elsewhere as assigned. ? The position is under the supervision of the Chief of the Afghanistan, Iraq and Jordan Support Division. 2. Duties and Responsibilities ? Analyzes proposed INL projects and programs requiring contract actions, gathering information from colleagues, both domestic and overseas, and other contacts outside the Bureau and the Department, continually planning to integrate the actions involving contractual obligations and responsibilities of both the USG and the contractor. Identifies and assists program offices and the AIJS division to develop, implement, manage, and monitor major contract actions required to support the Bureau?s programs, and identifies optimal levels of contract-related resources to be applied. Works closely with senior project managers and program officers, both when they are in headquarters as well as temporary duty overseas, assisting them in formulating policy related to the use and support of Bureau assets and contracts, and to establish guidelines to ensure critical paths of each individual project are monitored as part of the whole, and the total end results are consistent with the Bureau?s goals. ? Serves as technical expert and advisor on specific major ($1+ billion) Bureau contracts, ensuring efficiency and economy of contract monitoring and management operations, including ensuring program offices and vendors have complete and accurate statements of work, adequacy of the technical supporting information, and a developed plan for expending the program and/or division?s financial resources. Participates as a member of a project team to review contract actions related to the Bureau?s post-conflict programs abroad, ensuring these programs and the division conforms with INL governing regulations, policies and procedures. ? Provides effective guidance in the implementation of the contract management program for the Bureau?s multi-billion dollar contract(s) that support INL?s existing and new post conflict-related programs, such as (re)training indigenous civilian police. This includes primary INL support Contractors, their subcontractors, and any Contractors working for INL in country as a result of a Bilateral Letter of Agreement between the USG and the recognized in country Government. ? Works closely with Project Managers and other Contract Specialists to ensure appropriate oversight and evaluation of contractors and to ensure their compliance with all applicable laws and regulations, and in the development of systems and processes to evaluate and monitor contractual performance related to delivery of contract items, efficient and satisfactory performance of work, effective use of Government-furnished property (GFP), scheduling and usage of facilities, compliance with terms and conditions of contract, and amount of progress or advance payments. Identifies potential areas of project difficulties and/or delays, cost overruns, and need for future funding requirements. Makes recommendations to senior managers on the appropriate remedial action to avoid or minimize delays, and for the need to issue change orders when appropriate. ? At the direction of the Division Chief, or other senior specialist, prepares technical directives, task orders, and other contract administration documentation to initiate actions between the Government and the Contractor. Provides technical clarification, as appropriate, regarding specifications, inspection, and acceptance procedures. Together with other members of project team, conducts meeting and conducts technical discussions regarding solicitations for goods and services and integrating operations and support requirements into the contract. Makes recommendations to team leader on incorporating changes in contract requirements or on settling issues that develop after contract placement, e.g., equitable adjustments in price and/or delivery schedule for unilaterally directed changes in the work, for damages suffered by the contractor due to late delivery or defective condition of GFP, for increases or decreases in taxes included in the contract price, or similar conditions. ? Establishes systematic methods of program execution, evaluation, or advocacy. Makes recommendations on and coordinates the transfer of funding as appropriate, preparing justification memoranda for review and approval by the Division Chief or other senior managers. Evaluates program and monitoring effectiveness in relation to the funding expended. ? Together with team leader, ensures contract action implementation, and monitors and evaluates the contract/procurement program?s effectiveness. This includes tracking, monitoring, and facilitating all program aspects of the procurement solicitation and award process. Makes recommendations on revising criteria for evaluation of the contract action?s effectiveness, and provides guidance in installation of new procedures and methods, when appropriate. ? Develops the USG negotiation stance on forward-pricing rates agreements after analyzing elements such as the various expense pools, labor rates, contractor?s business volume forecast, economic conditions, business trends, union agreements, local labor market conditions, and inflation rates. ? Provides team leader with complete evaluation of the adequacy of contractor?s business management systems in terms of USG contracting requirements. These business systems include insurance, estimating methods, pensions, employee compensation plans, purchasing and subcontracting procedures, and accounting methods, procedures and practices. ? Makes recommendations to Division Chief/Team Leader or other senior specialist on the placement of subcontracts after considering elements such as the technical capability of prospective subcontractors, reasonableness of proposed costs and profit or free, type of contract, degree of competition, need for small and disadvantaged business involvement, and compliance with applicable laws and contractual provisions. Also, researches names of contractor-selected subcontractors and makes recommendations on whether they are the best choice, ensuring they are not among those included on the list of least preferred in country (i.e., problematic) vendors, where previous INL in country experience demonstrates the vendor has produced less than favorable results, whether price related, delivery related, or other. Works closely with Cost/Price Analysts in the development of these lists, and to establish that prices and delivery options are consistent and reasonable with the local marketplace and other appropriate source locations, and are in accord with contract limitations. ? As appropriate, prepares in-depth analyses of a variety of program and individual contractors? total operating costs to determine whether contractor has used the most efficient manufacturing and procurement methods, considering all circumstances, when implementing and executing the terms of their contract. Makes recommendations to Team Leader on contractors, based upon thorough investigation of the adequacy and soundness of the contractor and their subcontractors? credit and financial position, which requires an evaluation of financial statements, credit reports, cash flow, and guaranteed loans to establish the contractor?s financial capability to successfully perform the contract requirements. ? Reviews the costs and benefits of the Bureau?s overseas programs to ensure that the goals of these programs, as determined by provisions of the Foreign Assistance Act and the Bureau?s MPP, are being enacted and enforced as designed and as appropriate, and that these programs continue to advance the Bureau?s goals in the international arena in which DOS and the Bureau operate. ? Reviews contractors? responsibility and financial submissions to the Bureau, and makes recommendations on the allowability of costs claimed under cost contracts. ? As directed by the Division Chief, provides briefings and written proposals to senior managers and to key Bureau staff and with counterparts and experts in other offices within the Department and other agencies. ? Works closely with Team Leader to ensure that contract technical and support matters are coordinated between the Government and the Contractor, and that contract provisions regarding contractor operations are enforced, and that the Contracting Officer and Contractor are notified of deficiencies, and that appropriate remedial action is taken to avoid or minimize delays. II. Minimum Qualifications ? U.S. citizen, eligible for a State Department security clearance. ? Extensive experience in the contract management field, as well as specialized knowledge of contract administration policy and procedures sufficient to monitor contractor performance on complex contracts covering major systems or extensive programs. Applicants must have at least four years experience in contracting or related positions, one of which must be equivalent to the GS-12 level in the federal service. ? Ability to communicate effectively, both orally and in writing, and to interact with individuals at all levels. Desirable Qualifications ? A Bachelor?s Degree from an accredited institution including course work in accounting, business, finance, law, contacts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. ? Skill in using word processing, spreadsheet, and data base computer applications. Significant Microsoft Excel experience and expertise. III. Ranking Factors ? Specialized knowledge of contract administration policy and procedures sufficient to monitor contractor performance on complex contracts covering major systems or extensive programs and how they relate to and interact with provisions of the Foreign Assistance Act and the Bureau?s MPP. ? Knowledge of contracts and the pre-award and post-award procedures sufficient to structure and recommend financial arrangements that provide incentives for efficient and economical contract performance, and to ensure prices and delivery options are consistent and reasonable with the local overseas marketplace and other appropriate source locations. ? Knowledge of business and industry practices sufficient to evaluate, monitor, and maintain uniform management controls over the prime contractor?s performance. ? Knowledge of contract types, methods, and techniques including cost and incentive contracting, award fee, cost sharing arrangements, processing of unsolicited proposals, multiple awards, special provisions relating to proprietary rights and rights in data. ? Skill in developing a negotiation stance, and to make recommendations to senior managers on best approach to take in negotiations with business, industry and/or Government officials. ? Knowledge of cost and pricing techniques to act on a variety of pricing and special agreements, including final overhead rate agreements which have a financial impact on a large number of contractual actions. ? Skill in writing and speaking in order to prepare and explain complex contracts, resolve differences, investigate and discuss controversial issues and advise and guide contract and program officials. IV. Contract Provisions ? Security clearance at the Top-Secret level. ? The contract period should be for one year with options to extend for additional years, not to exceed five years. ? The contractor will be based in Washington, but may be authorized official overseas travel/temporary duty, as directed. ? Contractor relationships should cite Thomas Valentine as supervisor. V. EVALUATION CRITERIA Factor 1 Offeror?s ability to structure and recommend financial arrangements that provide incentives for efficient and economical contract performance, and to ensure prices and delivery options are consistent and reasonable with the local overseas marketplace and other appropriate source locations. 20 points Factor 2 Offeror?s ability to evaluate, monitor, and maintain uniform management controls over the prime contractor?s performance, and to provide guidance to contractors on appropriate implementation of contracts. 20 points Factor 3 Offeror?s ability to apply specific knowledge of contract types, methods, and techniques including cost and incentive contracting, award fee, cost sharing arrangements, processing of unsolicited proposals, multiple awards, etc. in making recommendations to senior managers on most appropriate course to follow. 20 points Factor 4 Offeror?s ability to plan, organize, and manage the implementation and oversight of large contracts, and to be able to develop the USG?s negotiation stance, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. 20 points Factor 5 Offeror?s ability to communicate effectively, both orally and in writing, and to interact effectively with others at all levels, in order to prepare, explain and defend complex contracts, defend proposals, and advise and guide contract and program officials. 20 points VI. Compensation Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VII.
