- THIS IS A PRE-SOLICITATION NOTICE. The U.S. Coast Guard intends to release a Request for Proposal (RFP) with a Performance Work Statement (PWS) to acquire contractor support services to support the Postal Management Office in the development and maintenance of Mail Management procedures, business practices, and other processes to achieve an integrated enterprise program with the Department of Homeland Security (DHS). The resultant acquisition vehicle will be a single award firm-fixed price commercial contract. The period of performance will be for one base year with two one-year options. The primary place of performance will be USCG Headquarters, Washington, DC. FAR Part 15 Source Selection, Best Value Continuum procedures will be used for this procurement. Additionally, the solicitation will be issued in accordance with the policies and procedures pursuant to FAR Part 12, Acquisition of Commercial Items; and, in conjunction with the policies and procedures in FAR Part 19, Small Business Programs. The acquisition is 100% set-aside for small businesses, and the applicable NAICS Code is 491110 with a size standard of $6,500,000.00. For the calculation of annual receipts and number of employers, see parts 121.104 and 121.106 in SBA's Small Business Size Regulation located at http://www.sba.gov/regulations/121/, Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. The solicitation, and any subsequent amendments, will be issued via the FedBizOpps Electronic Posting System on or about within ten days from posting this synopsis.
