- Pursuant to FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) is planning to issue a sole-source purchase order to obtain Defensive and Emergency Driving Skills Training. The sole-source purchase order will be made to small business vendor Eaton Corporation, 19218 B Dr. S, Marshall, MI, 49068-8600. Michigan Center for Decision Driving (MCDD) provides Defensive and Emergency training and is the only organization in the United States dedicated to commercial truck driver education. The MCDD has a DOE approved Transportation Site Security Plan and Hazard Assessment in effect. Eaton Corporation operates the MCDD at the Eaton Proving Grounds in Marshall, Michigan. The NAICS code associated with this procurement is 611519, size standard of $6.5M. Contract award dollar amount is NTE $70,000.00 (to include option years). The sole source procurement is expected to be awarded on or about July 2, 2007. This sole-source award is for the following: CLIN DESCRIPTION BASE PERIOD 12 Months 0001 Student, 1 each 225 Units OPTION PERIODS 12 Months MIN Units MAX Units OPTION 1 ??? 12 Months 0002 Student, 1 each 40 100 OPTION 2 ??? 12 Months 0003 Student, 1 each 40 100 OPTION 3 ??? 12 Months 0004 Student, 1 each 40 100 OPTION 4 ??? 12 Months 0005 Student, 1 each 40 100 Accordingly, DOE intends to conduct this sole source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1, in accordance with 41 U.S.C. 253(c)(1), and no other sources will be considered. A public solicitation will not be available. This notice satisfies the requirement of FAR Part 5 for publicizing contract opportunities. Firms wishing to challenge the sole-source decision must submit a letter of interest, referencing No. DE-AF52-07NA28167, to DOE demonstrating the firm???s ability to provide the equivalent items as described above. Firms shall also indicate whether or not they are a small business, small business women-owned, small disadvantaged business, or and 8(a) small business concern. Interested parties must provide rationale, including pricing, why they should be considered. All feedback received will be taken into consideration, however the agency reserves the right to not utilize the comments or any other information provided.
