Description
SUBJECT: EDUCATIONAL KIOSK Description: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Roam Dynamic Media (RDM), Pittsburgh, PA, to provide the following: STATEMENT OF WORK NETL Interactive Educational Kiosk for the Airside Terminal at the Pittsburgh International Airport INTRODUCTION This requirement is for the development, design, construction, placement and maintenance of a permanent NETL educational kiosk in the airside terminal at the Pittsburgh International Airport. The work to be completed shall support NETL???s Office of Public Affairs Coordination (OPAC). OPAC works to help others understand NETL's mission, its achievements, and its people. The Office is responsible for developing timely and accurate products to communicate information about NETL's projects and results to DOE and the public; coordinating the dissemination of such information; and the promotion of favorable relations with the press, DOE and FE Communications Offices, the communications office of cognizant funding organizations, and various other NETL stakeholders and audiences. The Office also has an educational outreach mission and a technology transfer mission which seek to inform and educate the public with regard to energy and related environmental issues; encourage careers in science, engineering, and mathematics; and support the transfer of NETL developed technologies to the private sector. This kiosk will support those educational and technology transfer missions. SCOPE OF WORK The vendor will be responsible for: 1. Creative design: structure and theme design, programming, creative development; 2. Production: construction of the structure, kiosk program, system configuration, interactive and non-interactive components, hardware, electronics; 3. Staging and installation: on-site installation and configuration. 4. Two years support and maintenance: maintenance cleaning and repair of the kiosk structure, support and maintenance for all underlying hardware and software. The vendor will be responsible for assisting in negotiations with the Allegheny County Airport Authority and any other responsible governmental or regulatory authorities for placement of the kiosk in a suitable location in the airside terminal at the Pittsburgh International Airport. Use of a platform that is consistent with the platform used by the City of Pittsburgh, the Allegheny County Airport Authority, Pittsburgh International Airport, and Visit Pittsburgh is required to provide the ability to cross-relate information with those organizations. Existing working relationships with the City of Pittsburgh, the Allegheny County Airport Authority, Pittsburgh International Airport, and Visit Pittsburgh are desirable. In developing the kiosk, innovative, eye catching design and state-of-the-art system capabilities that appropriately reflect the mission of NETL are required. The design will include multiple displays and must be capable of delivering both interactive and non-interactive educational video and audio content. The interactive component of the kiosk must be capable of presenting educational content including, but not limited to, energy quizzes, energy and related environmental facts, and interactive video on current energy issues and the technologies being developed to address them. The non-interactive component will serve as a dynamic billboard that will also deliver educational content including, but not limited to, short educational video vignettes, explanatory animations, energy and related environmental facts, and educational energy trivia. The kiosk design must include internet connectivity and systems to allow for remote administration, maintenance, and update of software and content. The kiosk will have the capability to allow users to e-mail or otherwise transfer information from the kiosk to their own computers or other web enabled devices. The kiosk must have the capability to communicate with additional similar NETL kiosks that may be obtained in the future, or kiosks of other organization operating on compatible platforms. In order to ensure continuous operation of the kiosk and prompt service in the event of hardware or software failure, the vendor???s place of business must be within a 50 mile radius of the Pittsburgh International Airport. Within two hours of notification of a software or hardware failure, the vendor will dispatch appropriately qualified personnel to the kiosk location to effect repairs. All vendor employees responsible for on-site installation, set-up, maintenance, and repair of the kiosk will require both FAA and Pittsburgh International Airport security clearances and badges to ensure ready access to the unit. DELIVERABLES AND SCHEDULE The vendor must be able to complete design, construction, and placement of the kiosk so that it is on-line and fully operational at the airside terminal in the Pittsburgh International Airport by December 31, 2007. Before proceeding with construction, the vendor must submit a kiosk concept and design that is accepted by NETL. The vendor will deliver biweekly project status reports from project start through installation, testing, and acceptance of the operational kiosk. END OF STATEMENT OF WORK This purchase is being issued to Roam Dynamic Media because they are the only vendor reasonably available to provide this effort. RDM has established media business relationships with the City of Pittsburgh, the Allegheny County Airport Authority, the Pittsburgh International Airport, and Visit Pittsburgh, and knowledge of and experience with the platforms used by those organizations in there multi-media outreach to ensure the ability to cross-relate information with those organizations; support and maintenance personnel who currently hold both FAA and Pittsburgh International Airport security clearances and badges to ensure necessary access to the airside terminal; headquarters located within 50 miles of the Pittsburgh International Airport to ensure prompt on-site kiosk support and maintenance, and the capability to design, construct, install and maintain the required kiosk system to meet NETL???s mission needs and deadlines . This request is considered to be a sole source to Roam Dynamic Media. All responsible sources may submit a bid proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc, in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result from this announcement. The North American Classification Code (NAIC) is 611710. This award shall be made using FAR Part 13, Simplified Acquisition Procedures.
