Description
The U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC), intends to procure services for exterior construction and repairs at the facility in Charleston, South Carolina. The Contractor shall provide the material, labor equipment, and administration to perform the work, which include: (1) Removal of approximately 1200 linear feet of deteriorated facia and soffit material, drip-edge and multiple gutters and downspouts and drip-edge from original buildings. Deteriorated facia material contains lead-based paint and must be handled and disposed of per applicable regulations. The Lead-Based Paint Environmental Assessment will be included in the solicitation document. (2) Installation and finishing of approximately 1200 linear feet new facia and soffit and drip-edge, approximately 1000 linear feet of gutters and downspouts to match materials on new building as close as possible. The Library building shall have new gutters and downspouts only; it will not require facia/soffit replacement on this building. (3) Repair and re-configuration of some existing gutters as detailed on the drawings and in the solicitation document. (4) Removal and installation of roof flashing around boiler chimney. Buildings are approximately two-stories in height and care should be taken not to damage existing structure. The use of ladders is permitted, but protection is required and safety measures must be in place. This will be a firm-fixed contract. This will be a negotiated procurement action made under Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The basis for award of this contract shall be best value to the Government with technical proposal considered slightly higher than the price. We intend to award without discussions, although the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The following evaluation factors will apply to review of proposals: Past Performance; Key Personnel; Corporate Experience; and Technical Requirements. The period of performance is one hundred and twenty (120) calendar days. The Davis Bacon labor rates for the Charleston, South Carolina area are applicable to this procurement. This is a total small business set-aside. NAICS code 236220 applies. The Central Region Acquisitions Division requires that all contractors doing business with this Acquisitions Office must be registered with the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered in CCR.
