Description
The National Oceanic and Atmospheric Administration (NOAA), Southeast Fisheries Science Center, SEFSC, has a requirement to provide Socio-Economic Data Collection in Puerto Rico under the Magnuson-Stevens Act (MSA) the Regulatory Flexibility Act (RFA), the National Environmental Protection Agency (NEPA). The objective of the proposed work is to collect demographic, revenue, variable and fixed cost, capital investment and other auxillary information on small scale hook and line, net, and dive fishing fleets operating in the Commonwealth of Puerto Rico. The proposed data collection will assist in establishing socio-economic baselines, assessing the financial and economic performance of the industry and developing economic models to evaluate management proposals. The SEFSC anticipates the need to collect at least 150 voluntary, in-person interviews, but would like to purchase a greater number of interviews depending on the overall cost of the contract. Therefore, proposals must identify the number of surveys that the contractor would be willing and able to conduct at various funding levels. Cost estimates for 150, 200, 250, 300 and 350 surveys will be required. Pretested surveys will not count towards the survey quota. The following components are part of the project: Research Design and Methodology; Pre-testing of Questionnaire, Fieldwork, Database design, data entry and quality control; Report writing and production. The deliverables are: a) An interim report detailing the outcomes of project components I (research design and methodology and II (pre-testing of questionnaires); b) A second interim report upon completion of 50% of project component III to describe progress during the data collection, including problems encountered and solutions; c) A third interim report at the conclusion of the project component III to describe progress during the data collection, including problems encountered and solutions; d) a final report to describe work performed throughout the course of the project; and e) the final database and completed interview forms. Datasets shall be dBase or similar database software. The evaluation criteria include, but is not limited to: 1) Knowledge and experience designing and implementing surveys; 2) Demonstrated ability to interview hard-to-find and reluctant respondents, such as agricultural workers and fishermen; 3) Detailed working plan, which describes resource allocation for various tasks, non-response mitigation strategies, and demonstrated ability to complete projects in a timely manner; 4) Previous surveying experience in the Caribbean, preferably in Puerto Rico. The applicable NAICS code is 541370, or the size standard of 6.5 million. The Central Region Acquisition Division requires that all contractors doing business with this Acquisitions Office must be registered with the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered in CCR.
