Description
The U.S. Army RDECOM-Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Special Operations Command (USSOCOM) Program Manager- Special Operations Forces Survival Systems (PM-SSS), Natick, MA has a requirement for a c ommercially available (Commercial Off The Shelf) Releasable Body Armor Vest (RBAV) tactical releasable body armor carrier utilizing Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items. This requirement includes a tactical releasab le body armor carrier that accommodates the needs of the operational force. The RBAV Carrier is required to be compatible and fit all sizes of the existing Special Operation Forces Personal Equipment Advanced Requirements (SPEAR) Body Armor Load Carriage S ystem (BALCS) armor package (ballistic plate and soft armor insert), must integrate with the BALCS Modular Supplemental Armor Protection (MSAP) system, must utilize the Modular Lightweight Load-carrying Equipment (MOLLE) attachment system, must be able to accommodate the use of the BALCS soft armor groin protector and neck protector, must be available in Ranger Green, Khaki, Marine Pattern Desert and Jungle (MARPAT), and Advanced Combat Uniform (ACU) Digital Pattern, must be able to be released by the weare r from a single point of the vest carrier, release system and carrier components must be easily rigged without the use of special tooling or extensive training, must have effective training products that contain explicit directions, must afford the user fu ll range of motion, must stabilize/carry the armor package and attached load carriage items with minimal interference to the user, as well as other salient characteristics to be provided in the solicitation. The RBAV carrier is required to provide the use r with the most mission effective yet lightweight solution. Vendors must be capable of delivering items utilizing the Radio Frequency Identification (RFID) marking system. Production Demonstration Models (PDM)s shall be provided with proposals (1 PDM per s ize, sizes to be provided at time of solicitation release). Each vendor may submit up to two proposals. The government anticipates making one award, but reserves the right to make multiple or no awards. This will be a Full and Open Competition. The NAICS code for these items is 339999, and the business size standard is 500 employees. This is not a request for proposals (RFP). The Government intends to make multiple awards on a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract as a result of the Request for Proposals (RFP). The Government anticipates a five year ordering period. The anticipated total minimum requirement is 2,000 with a maximum total requirement of 25,000 units per component. The Government reserves the right to change or edit any of the information listed in this synopsis. The Government anticipates releasing th e RFP on or about 1 July 2007.
