Description

CONTRACT INFORMATION: This is a pre-solicitation notice for a design/build, full and open competitive procurement. The procurement will be conducted using one-step source selection procedures and the award will be based on the best value to the Gov ernment considering price and non-price factors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. NAICS Code: 237130. Anticipated NTP: 24 January 2008 with projected completion date of 05 March 2010. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional appropriation approval. Should Congress not appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal prepara tion costs will be borne by the offeror. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the work it intends to subcontract. The FY07 subcontr acting goals for this contract are a minimum of 51.2% of the contractor's intended subcontract amount be placed with small businesses, 8.8% of that to small disadvantaged businesses, 7.3% to woman-owned small businesses, 1.5% to service disabled veteran-ow ned small business and 3.1% to HUB zone small businesses. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and up to final awar d. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors begin this process when they prepare their proposal in or der to ensure this registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFAR 252.204-7004, Required Central Contractor Registration). PROJECT INFORMATION: This will be Design-Build Construction Contract for the Central Heat and Power Plant (CHPP) Upgrade Breakers and Power Distribution System, Fort Wainwright, Alaska, UPC NO. FTW333 to construct a substation and upgrade the power capaci ty and distribution. Work will consist of adding and replacing transformers, modernizing and replacing all switchgear and protective devices, modernizing generator control system to incorporate current state-of-art controls and monitoring, and installing s tandby generation to provide the CHPP with a black-start capability. Upgrade the Fort Wainwright power distribution and breaker system by adding looping capability and replacing selected distribution feeders. The power distribution system consists of poles , fixtures, guys/anchors, overhead and underground conductors, street lighting (poles, circuits, and fixtures); transformers, and the distribution switchgear at the CHPP. The critical electric equipment of the CHPP system consists of the generator switchge ar, generator controls, and the substation tie with the local utility. Proposed Options: (1) Replace Feeder 23 and 24 Poles (includes those Feeder 23 and 24 poles listed on the near-term pole replacement summary, as well as rerouting circuit to ski lodge and installation of ski slope illumination system), Complete. (2) Replace all Feeder 14 poles listed on pole replacement summary, reduce load on Feeder 12/13 by shifting loads to Feeders 14 and 15 and shifting other loads from Feeder 15 to Feeder 14, Complete. (3) Reconductor Feeder 24 (includes new underground in conduit at west end of runway), Complete. Place of Performance: Ft. Wainwright, Alaska. Estimated Construction Price Magnitude Range: $25M - $100M. SELECTION CRITERIA: Offerors proposals will be evaluated for award based on: Experience, Past Performance and Organization & Key Personnel, Technical Solution, Delivery Da te Schedule, Contractors Proposed Betterments, Price Information. The overall technical rating is considered more important than price.
