Description
Background This is a market survey to locate potential sources for the development of a Multi-Function Aiming Device. The United States Special Operations (USSOCOM) is attempting to improve the effectiveness of their soldiers by developing a fully integrated Multi-Function Aiming Device (MFAD) for engaging targets in close quarters combat. Combat operations require the soldier to accurately engage enemy personnel targets in Military Operations on Urban Terrain (MOUNT) environments at ranges of 200 meters and closer. These close quarter battle operations may require the soldier to clear buildings with multiple rooms over extended periods of time. Reducing the weight of ancillary equipment (e.g. lasers, lights, pistol grips, etc.) and freeing up rail space on the front hand guard of the soldier?s weapon system in order to maintain a stable and solid firing position is critical to mission success. These factors will reduce soldier fatigue and free the weapon system of obstructions in order to accurately engage enemy personnel targets. The MFAD shall incorporate the following components into a single, integrated system: a day sight, Infrared (IR) laser pointer, IR illuminator, visible laser pointer, and white light flashlight. This Request for Information (RFI) is to assist the Government in determining the extent and capabilities of existing technology to meet the requirements of the MFAD. The Government places emphasis on the proposed system?s size, light weight, and its ability to achieve the stated requirements. The Government anticipates a formal Request for Proposal (RFP) to be published in 4Q FY07 or 1QFY08 based on the outcome of this RFI. The Government requests respondees provide a plan to achieve the Threshold/Objective (T/O) requirements in a concise manner which shall consist of no greater than 10 pages and be composed in Times New Roman 12 pt font. The Government requests that the offeror?s intended plan include a Schedule and Compliance Matrix detailing the plan?s compliance to stated specifications. The intended plan shall also include an estimated cost which shall consist of all design, development, non-recurring engineering and production costs for 10 prototype units which shall be used for testing and operational evaluation by the user. Additionally, respondees shall submit a proposed production plan to meet fabrication requirements from approximately 2,300 units to a total production potential of 10,000 units. Required Specifications The United States Special Operations Command has identified the following required specifications of the prototype MFAD system. 1. The MFAD?s day sight, IR laser, IR illuminator, visible laser, and white light flashlight shall be integrated into a single system. No component shall be a separate item (T/O). The objective is to reduce rail space consumption. 2. The MFAD shall meet the following size specifications: a. Length: Not to exceed 5 inches (T), 2.5 inches (O) b. Width: Not to exceed 3.5 inches (T), 2 inches (O) c. Height: Not to exceed 4 inches (T), 2 inches (O) d. Weight: Not to exceed 15 oz. (T), 10 oz (O) 3. Waterproofing: The MFAD shall be functional when immersed in sea water at a depth of 1 meter for 2 hours (T) and at 1 Atmosphere (depth 33 ft) for 2 hours additionally in sea water (O). 4. The MFAD shall be capable of being operated and stored under temperature conditions that range from: a. Minimum Temperature: -25 degrees F operational (T) and -31 degrees F storage (T) and -40 degrees F for both operational and storage (O). b. Maximum Temperature: 125 degrees F operational (T/O) and 159 degrees F Storage (T/O) c. Operational Altitude: above 15,000 feet (T) and 50,000 feet (O) d. Operational in Humidity: 100 percent (T/O) 5. The MFAD shall have auto adjusting brightness (T/O); brighter in light conditions and dimmer in dark conditions. 6. The MFAD shall have a manual override for brightness of the sight (T/O). 7. The MFAD?s aiming point shall have a 2 Minute of Angel (MOA) dot (T/O). The dot shall be enclosed by a circle for quick acquisition and the device shall have a 400 meter aiming point set for a 5.56 mm, 70 grain round from a 14.5 inch barrel (T/O). 8. The power source for the MFAD shall be CR-123 batteries (T); new lightweight battery technology used to reduce overall weight of the system (O). 9. The Laser selector switch shall be configured as follows: a. OFF (T/O) b. Dual Low, visible laser (T/O) c. Dual High, visible laser (T/O) d. Flood High, visible laser (T/O) 10. Both the IR and visible lasers shall have their own pressure pad (T/O). 11. The MFAD shall mount to a MIL-STD 1913 rail (T/O). 12. All laser output power data shall be provided in milliWatts (mW) (T/O) Performance Requirements The United States Special Operations Command has identified the following performance requirements for MFAD system: 1. The low power pointer shall have a .600 mW laser (T/O) a. Divergence: 0.5 mrad (T), 0.25 mrad (O) 2. The low power flood shall be at 3 mW plus or minus 0.45 mW (T/O). a. Adjustable divergence: 1 mrad to 105 mrad (T), 1 mrad to 155 mrad (O). 3. The high power pointer shall have a 30 mW laser (T/O) a. Divergence: 0.5 mrad (T), 0.25 mrad (O). 4. The high power flood shall have a 100 mW laser. a. Adjustable divergence: 1 mrad to 105 mrad (T), 1 mrad to 155 mrad (O). 5. The system shall have a visible green or red laser (T/O) a. Divergence: 0.5 mrad (T), 0.25 mrad (O). 6. The visible laser output power in the dual low/visible laser setting shall be 30 mW (T/O). 7. The visible laser output power in the dual high/visible laser setting shall be 30 mW (T), 150 mW (O). 8. Illuminators shall have a diffuser that produces a uniform flood (T/O). 9. The white light flashlight shall have an output of 100 lumens and employ a light emitting diode (LED) (T). Do you have a preference on the shape of the illumination field (e.g. a square or a circle)? Answer: We would like to have a circular and an even illumination flood. Question: In the requirements section of the sources sought there is no real specific section that talks about what weapon platform you desire the MFAD to be used on. Only section 7, which deals with aim point characteristics, comes close, where it states ??.. and the device shall have a 400 meter aiming point set for a 5.56mm, 70 gain round from a 14.5 barrel (T/O)? Is it safe to draw the conclusion that you are looking for this to operate on the M4 or M16 only? It would be helpful to know if there are any other weapon platforms you intend to use the MFAD device on, so that we can make sure what we would be proposing will fit and operate properly with those platforms. Answer: The intended weapon platforms are the M4, HK416, and the MP5 series weapon systems
