Description
NASA/MSFC plans to issue a Request for Proposal (RFP) for an optical surface profiler for measuring the surface micro-roughness of optically polished surfaces. Requirements The system required shall measure the surface micro-roughness to the Angstrom (RMS) level using a non-contact optical method, specifically, an interferometric microscope. Since the instrument would also be required to measure large optics, the measuring head of the instrument shall be able to be removed from its stand and mounted remotely. An extra set of cables that connect the measurement head to the controller is also required. Optical Performance Requirements The instrument shall be able to measure specular surfaces with 4% to 100% reflectivity. The instrument shall have Vertical Resolution of 1 Angstrom RMS or less with Repeatability of less than 1 Angstrom RMS. The instrument shall have spatial (lateral) resolution of from .65 micron or less to 4.0 microns or greater. The vendor can achieve this range through the use of objectives of different power, zoom lenses or field lenses. The instrument shall have vertical range of at least 100 microns. The instrument shall have a built-in focusing aid for acquiring fringes at focus. The instrument shall have a motorized vertical stage. The instrument shall have a motorized tip-tilt and translation stages that position the sample. Software Requirements The system shall be controlled by a personal computer (PC) using windows type software. The software, as a minimum, shall have all the acquisition, analysis and presentation features of the WYKO Topo Version 4.40 (circa. 1988). The software shall have the ability to calculate and display the Power Spectral Density (PSD) of a scan. The software shall have the ability to mask the scan or the data. The software or hardware shall have the ability to adjust fringe intensity. General The PC shall have a flat panel monitor of at least 17 inches diagonal. All equipment shall operate from US standard 115-120V/60Hz power. If other power is needed it shall be converted internally. The instrument shall have a one year Warranty and technical support that covers both software and hardware. The cost of the instrument shall include the setup and certification of the instrument by a representative of the vendor and training of at least 2 people. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about June 15, 2007 with an anticipated offer due date of on or about June 29, 2007. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/MSFC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below.
