Description
The pre-solicitation notice for Solicitation No. 07SP101666 is currently available. The North American Industry Classification System (NAICS) Code is 237990 and the size standard is $31 million in gross annual receipts averaged over the previous three 1-year accounting periods. The solicitation is issued under the Small Business Competitiveness Demonstration Program and is not set-aside for small business concerns. The estimated price range of the work is $500,000 to $1,000,000. This is a "best value" procurement and a technical proposal addressing the evaluation factors stated in the solicitation will be required. The intent of this project is to protect the Fort Hall National Historic Landmark from erosion from the Snake River. Protection of the Landmark consists of placing riprap along approximately 1,500 feet of the left bank (facing downstream) of the Snake River. Work for the project will require access through the Tribal lands of the Shoshone-Bannock Tribe, and the contract will include a Tribal Employment Rights Ordinance (TERO) clause. There is potential for finding Tribal artifacts, and an endangered species, the Ute Ladies'-Tress orchid near the worksite. The principal components of the contract are: constructing haul roads; screening of riprap stockpile to separate 12-inch minus material to be used as filter bed material from larger material to be used as riprap; hauling riprap and gravel from stockpiles/commercial sources to the project site; and placing the riprap. The Fort Hall National Historic Landmark is located along the Snake River, near RM 738, in southeastern Idaho, near the city of Pocatello, on the border of Bingham and Bannock Counties. The solicitation will be issued approximately July 6, 2007, and will only be available for downloading directly from the following website: www.usbr.gov/pn/contracts/construction/1666.
