Description
Deer Creek Dam, Dam Modifications - Phase III, Provo River Project, Utah. This procurement is being procured in accordance with Part 14 of the Federal Acquisition Regulation under (sealed bid) full and open competition. The principal components of the work include the following: a. Dam Modifications Above Elevation 5320: Removing jersey barriers, guardrail, and fencing; reinforced concrete parapet wall, curbs, and concrete slap; Removing asphalt concrete pavement by roto-milling, stockpiling, and replacing as roadway surfacing; Excavating and stockpiling dam embankment materials from downstream face of dam; Protecting and extending existing instrumentation; Placing compacted zoned earthfill, including filter sand and gravel drain, on downstream face of dam; Replacing jersey barriers; Placing topsoil and seeding to restore borrow areas and areas disturbed by construction. b. Spillway Gate Structure Modifications: Constructing, maintaining, and removing cofferdam in spillway inlet channel; Removing existing rockfill in vicinity of work and excavating earthfill to accommodate spillway gate structure modifications; Installing grouted reinforcing bars in spillway walls and piers, and dowels in spillway floor slab; Removing reinforced concrete in spillway walls, floors, and fillets; Constructing reinforced concrete seismic wall panels and cutoff wall; Constructing reinforced concrete chute wall and floor section; Attaching steel strut end assemblies to spillway walls, installing steel struts, and grouting beneath end assemblies; Cleaning formed joints in chute floor and sawcutting existing joints in inlet structure, installing backer road and joint sealant; Backfilling excavation with compacted zoned earthfill and replacing rockfill. c. Spillway Radial Gate Modifications: Removing coatings from localized areas. Coatings contain lead and other heavy metals; Installing anchors, gate catchers, and gate stops; Installing gate corner braces; Installing gate arm reinforcement; Preparing surfaces and coating. d. Removing and Replacing Spillway Gate Controls and Engine-Generator Set: Removing the following: Electrical gate controls, cable, conduit and appurtenant materials; Gasoline engine-generator set; Doors, louvers, and frames; Removing and re-installing stairway; Constructing reinforced concrete building to house gate controls and engine-generator set and reinforced concrete enclosure for propane tank; Installing new doors, louvers, door hardware, and guardrail; Installing new propane engine-generator set, fuel tank, and associated piping and connections; Installing electrical cable, conduit, gate controls and appurtenant materials; Installing lighting system for building and access stairs; Placing asphalt millings to surface yard adjacent to gate control house. The anticipated award of this contract is by September 25, 2007 with a completion date of November 1, 2009 in four sessions. Construction Season 1 is anticipated to start October 29, 2007 and extend until the 2007/2008 winter shutdown. Work to be completed in construction season 1 is: Cofferdam construction and Removal of rockfill from dam face. Construction Season 2 is anticipated to extend from March 1, 2008 through October 2008. Work to be completed in construction season 2 is: Excavation for spillway modifications; Spillway modification including constructing seismic wall panels and cutoff way (complete construction of seismic wall panels prior to installing steel struts); Backfilling excavation adjacent to spillway; Steel strut installation; Radial gate modifications including reinforcing gate arms and installing gate catcher system; Recoating radial gates; Completion of earthwork for berm; Joint caulking in the spillway; Cofferdam removal. Construction Season 3 is anticipated to extend from April 1, 2009 through November 1, 2009. Work to be completed in construction season 3 is: Raise dam embankment crest; Construct spillway gate control house, and; Complete all other work. The North American Industry Classification System Code is 237990 Other Heavy and Civil Engineering Construction. Bid, performance and payment bonds will be required. The disclosure of the magnitude of construction project is between $5,000,000 to $10,000,000. There will be a site tour scheduled for all interested parties (the date and time will be provided with the solicitation, but is anticipated for July 25, 2007, with the final date and information to be provided in the solicitation. Place of Performance: The work will be at the U.S. Bureau of Reclamation's Deer Creek Dam, which is approximately 14 miles northeast of Prove, Utah and 14 miles southwest of Heber City, Utah, in Wasatch County An electronic copy of the solicitation will be available APPROXIMATELY July 2, 2007 at www.fedbizopps.gov (without drawings).
