Description
Responses due no later than 4:30 p.m. eastern standard time June 25, 2007. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests comments concerning its proposed plan for the construction of the BRAC Infrastructure Upgrades located at Aberdeen Proving Ground (APG), Maryland. The Government will consider these comments and plans to issue a formal solicitation in the summer of 2007. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Point of Contact for comments are to be sent either via email to Patricia.A.Adams@usace.army.mil or submit hard copy to U.S. Army Corps of Engineers, 10 S. Howard Street, Suite 7000, Baltimore MD 21201-1715 no later than 4:30 p.m. eastern standard time Jun e 25, 2007. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED. Project Description: This is a BRAC 2005 action to construct new and upgrade existing infrastructure at APG. The project includes improvements to three entrance gates and associated visitor control centers, inspection buildings, control buildings, guard b ooths, canopy, paved roadways, utilities, lighting, fencing, signage, information management/information technology infrastructure. The project will include site improvements and demolition of existing roads, pavements, and utilities. Utilities include new and relocated 34kV and 4kV electrical, communication, water, sanitary sewer, and gas lines. This project will be solicited in four to seven packages, estimated to be between $1,000,000 and $20,000,000 for each package. The NAICS Codes are 237990, 237310, 237130 and possibly 237110. The intent is to restrict this work to small businesses. Constru ction is planned to begin in autumn 2007. The Government is proposing to utilize a Design-Bid-Build, Invitation for Bid approach to competitively select a prime contractor. Request input on the following specific issues: a. What are your capabilities to perform work on this project as described above? b. What are your bonding limits for a single project? c. What are your aggregate bonding limits? Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. The Government does not intend to hold discussions of comments with offerors. Comments may be in a format as chosen by each offeror, but must include the offerors name, point of contact and phone number, planned role on the project, socio-economic status, and responses to the questions above. In preparing the formal solicitation, the Government makes no commitment to retain any of the elements/provisions of this draft solicitation and may include different elements/provisions in the formal solicitation.
