- The United States Army Research, Development, and Engineering Command Acquisition Center (RDECOM AC) intends to award a 2 year, Firm Fixed Price (FFP) type contract using Simplified Acquisition Procedures on a sole source basis to University of Virgi nias Center for Applied Biomechanics, 1001 North Emmet Street, Charlottesville, VA 22903-4833 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source a nd No Other Supplies or Services Will Satisfy Agency Requirements. Requirement is for Comprehensive Blast Overpressure test and Blast and Shock Assessment on Soldier Personal Protective Equipment (PPE). Reference Solicitation W91CRB-07-T-0135. Interested parties may identify their interest and capability to respond to this requirement, no later than 10:00 am EST, 19 Jun 2007. All information submitted should support the offerors capability to provide t he services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal response s are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Yamakawa), 4118 Susquehanna Ave., APG, MD 21005.
