Description

TRANSIENT AIRCRAFT MAINTENANCE SERVICES --Selfridge Air National Guard Base, Michigan is requesting proposals from Historically Underutilized Business Zone (HUBZone) concerns for the award of a contract for Transient Aircraft Maintenance Services. T he scope of the work is as follows: Non-personal, to provide all personnel, equipment, tools materials, supervision and other items or services necessary to perform Transient Aircraft Maintenance Services, included (but no limited to): Transient Alert Mana gement Control, Arrival Services (pre-positioning safety & ground equipment, check for hot brakes, marshal aircraft, install gear lock/ejection seat/canopy pins, install wheel chocks, ground aircraft, debrief aircraft commander, retrieve deployed chutes & repack, and connect support equipment), Maintenance Services (turn-around inspections, check & service engine oil, check & service oxygen, visual inspection of airframe & components, check fluid leaks, damage or safety of flight discrepancies, documents fo rms, tow aircraft, secure overnight aircraft, check tires & struts, change wheel & tire assemblies, and perform operational checks & minor maintenance), Processing Services, and Departure Services (brief aircraft commander, inspect parking area for FOD, op en/secure travel pod doors, remove ground equipment, wires, chocks, pins & other equipment, assist flight crew in pre-flight & engine checklist, and perform end of runway inspections). Contractors must be fully qualified in all aspects of the requirements to be considered. The Government contemplates a basic contract period commencing 01 October 2007 through 30 September 2008, with 2 subsequent year-long option periods including covering Fiscal Years 2009-10. THIS REQUIREMENT IS SET-ASIDE 100% FOR CERTIFI ED HUBZONE SMALL BUSINESS CONCERS (ref Numbered Note #27)  see https://eweb1.sba.gov/hubzone/internet/ for HUBZone information. The small business size standard for North American Industry Classification System Code 488190/Standard Industrial Classificati on Code 4581/ Federal Supply Class M199 is average annual receipts of $6,500,000 for the preceding 3 years. The successful contractor will be chosen using source selection procedures that result in the best value to the Government. All information requir ed for submission of an offer will be identified in the solicitation. Solicitation Number W912JB-07-R-4003 will be issued electronically on or about 29 Jun 07 at http://www.nationalguardcontracting.org/ebs/advertisedsolicitations.asp with an anticipated a ward date of 14 Sep 07. All responsible sources may submit a proposal which shall be considered by the agency. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The sysnopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimburs ement.
