Description

FUELS DISTRIBUTION SERVICES -- Selfridge Air National Guard Base, Michigan is requesting proposals from Historically Underutilized Business Zone (HUBZone) concerns for the award of a contract for Fuel Distribution Services. The Scope of work is as f ollows: Non-personal services to provide all personnel, equipment, tools, materials, supervision and other items or services necessary to perform Contract Management (maintain product levels and investigate abnormal gains & losses, train military personnel on new equipment, control classified property, maintain publications, and perform minor maintenance), Fuels Administration, Quality Control (operate fuel laboratory, sample & document, and maintain, monitor & update equipment), Fuel Product Distribution ( perform minor vehicle maintenance, refuel / de-fuel aircraft, perform truck filling operations, ensure proper grade of fuel is issued to aircraft, and perform ground fuel servicing to support equipment), Fuels Resource Control Center, and Fuels Accounting (reconcile requisition, receipt, issue & inventory documents, prepare & submit reports, identify excessive gains & losses, requisition ground fuels, gasoline, diesel, oxygen & liquid nitrogen, and maintain aircraft & ground fuel credit cards) at Selfridge Air National Guard Base, Michigan. Contractors shall be fully qualified in all aspects of the requirements to be considered. Contactor shall be required to follow aircraft safety guidelines in accordance with Air Force Instructions and comply with Air Fo rce OSHA standards. The Government contemplates a basic contract period commencing 01 October 2007 through 30 September 2008, with 2 subsequent year-long option periods covering Fiscal Years 2009-10. THIS REQUIREMENT IS SET-ASIDE 100% FOR CERTIFIED HUBZO NE SMALL BUSINESS CONCERNS (ref Numbered Note #27)  see https://eweb1.sba.gov/hubzone/internet/ for HUBZone information. The small business size standard for North American Industry Classification System Code 488190 is an average annual receipts of $6,500 ,000 for the preceding 3 years. The successful contractor will be chosen using source selection procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. Solic itation Number W912JB-07-R-4004 will be issued electronically on or about 29 Jun 07 at http://www.nationalguardcontracting.org/ebs/advertisedsolicitations.asp with an anticipated award date of 14 Sep 07. All responsible sources may submit a proposal which shall be considered by the agency. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract.
