- This notice corrects POC contact information on previous -- This acquisition is a cost comparison study under Office of Management and Budget Circular No. A-76 (Revised), Performance of Commercial Activities, dated May 29, 2003, as implemented by FAR 52.207-2 in order to determine whether to accomplish the specified work under contract or by government performance. This is a multi-functional Base Operating Services Support cost comparison and will consist of reviewing all personnel, equipment, tools, materials, supervision and other items and services necessary to perform selected service functions for the 82nd Training Wing at Sheppard AFB, Wichita Falls, TX. This cost study includes services in the functional areas of Civil Engineering, Communications and Information Technology, Technology and Training Support Services, Trainer Development and Services (Fitness Centers). The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 15.101-2, Lowest Price, Technically Acceptable Source Selection Process. This A-76 study will be broken out into four (4) Requests for Proposals, which will result in four separate cost comparisons and four separate contracts or letters of obligation. The contract type for all resultant contracts will be Firm-Fixed-Price. If the performance decision favors a private sector offeror, a contract will be awarded. If the performance decision favors an agency or a public reimbursable tender, the Contracting Officer will establish, respectively, either a Letter of Obligation or a fee-for-service, as those terms are defined in the Circular.
