Description
VISN 12 (Chicago, North Chicago and Hines, IL; Tomah, Milwaukee, and Madison, WI; and Iron Mountain MI) have experienced one of the highest numbers of returnees from OIF/OEF in the country. A minority of the 14,500 returnees have been screened and/or have used VA services thus far. In order to make sure that OIF/OEF returnees are aware of their needs for services and the availability of a wide variety of VA services, these returning warriors need to be contacted, screened, and educated regarding how to take advantage of education, treatment, and benefits. About 15% of current users of VISN 12 medical services receive mental health (MH) and substance abuse care. All estimates suggest that at least twice that many could benefit from care for such conditions. However, many do not seek care for MH problems due to stigma, inconvenience, and other barriers. Previous studies in VISN 12 suggest that at least twice as many older veterans would use MH and addiction services if those services were provided in primary care and it is estimated even more would use telephone-delivered services. The contractor would provide 24 hours per day, seven days a week service for 36 months. The contractor will make telephonic contact with the OEF/OIF veterans and introduce the program of services that are available and encourage enrollment. All enrollees will then be contacted by the contractor's experienced behavioral health clinicians for screening and assessment in the areas of PTSD, anxiety disorders, alcohol/substance abuse, etc. If additional chronic medical conditions are identified, the veteran will be enrolled in a program where the primary care practitioner will handle MH problems. Having this available to pts and staff telephonically will obviate the need for the alternative, expensive collocation model of integrated care. Mission statement: The seamless transition of OIF/OEF veterans into VA care and the integration of mental health into primary care are major components of VA's mental health strategic plan and VHA's overall plan for health care. The VA's expectation is for 5,000 veterans to be enrolled for MH services by 9/30/07.
