Description
The Federal Bureau of Prisons (BOP) - Field Acquisition Office in Grand Prairie, Texas, has a future requirement for the provision of Air Charter/Air Ambulance Services to be provided to all BOP facilities throughout the contiguous United States, Hawaii, and Puerto Rico. The primary objective of Air Charter/Air Ambulance Services will be to provide air ambulance/flight services to transport individuals confined to the custody of the BOP. The purpose of publicizing for potential actions is to increase competition, to broaden industry participation in meeting Government requirements, and to assist small businesses in general in obtaining contracts and subcontracts. This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ), but instead is a market research tool to determine the availability and adequacy of potential sources prior to issuing an RFP or RFQ. THIS IS A SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The North American Industrial Classification System (NAICS) code is 481211 and the applicable small business size standard is 1,500 employees. This Sources Sought Synopsis is for planning purposes only and is not to be construed as a commitment by the Government. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any costs incurred in developing information provided to the Government. A draft Statement of Work (SOW) has been posted along with this Sources Sought Synopsis to provide a more detailed description of the requirement, and for any industry comments. The SOW is still a work-in-progress, and is NOT the final version. Based upon the market research, the Government will make a determination whether or not to issue an unrestricted solicitation; however it reserves the right to make this a small business set-aside based on the interest and technical capabilities received from small business concerns. (Under an unrestricted solicitation, large businesses will be required to submit a subcontracting plan.) Hard copies of the Market Research Questionnaire (MRQ) will not be available. The MRQ and SOW will be available on or about June 15, 2007, and will be distributed solely through the General Services Administrations Federal Business Opportunities website at www.fedbizopps.gov. The website provides all downloading instructions to obtain a copy of the MRQ and related documents. Responses to the MRQ are due no later than 4:00 p.m. local time, July 2, 2007, and shall be electronically submitted to Lincoln Strunk, Contracting Officer at sstrunk@bop.gov or via facsimile at (972) 352-4545.
