Description
THIS REQUEST FOR INFORMATION IS FOR THE PURPOSE OF CONDUCTING MARKET RESEARCH. This RFI does not constitute a future contract and vendors shall not be compensated for providing information. There is no solicitation available at this time. 1.0 Purpose United States Coast Guard (USCG), Commandant (G-ACS), is currently performing a market survey to identify vendors that can provide associate hardware, software and support services sources capable of providing Commercial Off-the-shelf (COTS) hardware, software products, and supporting services described herein. 2.0 Background The Transportation Worker Identification Credential (TWIC) is a biometric-based identification credential, which will help identify workers who have been properly cleared and will prevent individuals who pose a potential security threat from having unescorted access to secure areas of the maritime transportation system. The Maritime Transportation Security Act (MTSA) of 2002 and the Security and Accountability mandate the TWIC program for Every (SAFE) Port Act of 2006. On January 25, 2007, Titles 33, 46 and 49 of the Code of Federal Regulations were amended to include the first phase of TWIC regulations which include requirements for all Coast Guard credentialed mariners and all individuals who require unescorted access to secure areas of MTSA regulated vessels and facilities to have a TWIC. 3.0 General Description: The Coast Guard is seeking sources capable of providing hardware, software, training, field-testing, modifications, service, support, and development of operating procedures necessary to support the use of electronic handheld biometric readers in the field. Coast Guard personnel will begin conducting verification and validation of Transportation Worker Identification Credentials (TWIC) using hand held electronic biometric readers this calendar year. Settings for such activity will include any of the approximately 3,200 facilities or aboard any of the approximately 10,000 vessels which are currently required to submit security plans to the Coast Guard for approval. 3.1 High Level Requirements a) The hardware, software, field testing, modification, training, support and other associated elements of the system must be provided, managed and be maintained by one service provider which has experience in the operational, deployment and maintenance aspects of biometric verification and smart card based credential validation using hand held readers in the field. b) The system must enable Coast Guard inspectors to successfully accomplish 3-factor authentication of TWICs, including validation based on comparisons to the TSA ?hot list?, in the maritime environment this calendar year and be flexible enough to accommodate TWIC system upgrades in the future. c) The system must operate independently from laptops and Coast Guard workstations with the exception of removable and portable media devices such as ?thumb drives.? 3.2 Specific Requirements. The system shall: d) Be able to perform all identity verification and TWIC validation functions in a range of environmental and operational conditions (MIL-STD 810F Methods for vibration, high/low temperature, humidity, temperature shock and drop test or equivalent), rain, direct sunlight, and near darkness as experienced in night operations); e) Be able to verify that TWICs are valid and legitimate through checks against the TSA list of revoked credentials and of certain security features stored within the TWIC; f) Be able to match the biometric of the TWIC holder to the biometric template stored within the TWIC; g) Be able to display the TWIC holders name and the color digital image stored within the TWIC; h) Be able to confirm a TWIC holders PIN; i) Utilize encryption to ensure only authorized personnel have the ability to operate and utilize the device; j) Be able to initiate, store and upload records of activities and events including identification of malfunctions and productions of electronic trouble tickets; k) Be light weight, portable, rechargeable (12v DC and 120 v AC), battery powered, and hot-swappable; l) Be able to be used in a moving environment (including varying sea states up to 6 foot waves); m) Be rugged and sea-water resistant; n) Be constrained to only Government-Off-the-Shelf (GOTS) and Commercial-Off-The-Shelf (COTS) systems; o) Be able to be operated by only one user; p) Be able to save all data prior to shutting off due to power failure; q) Be able to start up in less than 5 minutes; r) Be able to be tethered, strapped, or holstered to the user; s) Include testing, modification if needed and service/support t) Include ?train the trainer? training on, but not limited to, identity verification and TWIC validation using the system, biometrics, FAR, FRR, etc., and u) Be able to support other Coast Guard?s operational requirements as they pertain to TWIC validation and identity verification. 4.0 Submittal of Information It is requested that contractors submit the following information: not to exceed two (2) pages: v) High level information about company, including years in business, experience with smart card based validation and hand-held biometric verification systems, types of similar products and systems currently in use and references including contract Points of Contact from the past 2-years. Links to a website or marketing materials are acceptable as long as the information is easy to discern from the materials. w) General description of how your system meets the high-level requirements detailed in this RFI. x) A high level-pricing guide (including customization costs, licensing, professional services, post implementation support and maintenance, etc.) should be provided with any response to the RFI. y) Identify any applicable GSA Schedules 4.1 Time/Date of Submittal Responses to the notice will not be returned. Respondents will not be notified of the result of the review. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The Government will not reimburse any costs for providing information, documentation, and or data submitted or preparation costs for submittals in response to this notice.
