Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ) number HSCG23-07-Q-THA180. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. The associated North America Industrial Classification System (NAICS) code for this procurement is 423690 with a small business size standard of 100 employees. The ECDIS requirement is for the following items: 1)10 EA ECDIS Console units in accordance with all of the ECDIS system specifications with one-year manufacturer's warranty. Each system and documentation package shall carry a one year warranty with option for four additional one year warranty periods commencing at the expiration of the manufacturer's warranty period to be required at the election of the United States Coast Guard. 2) 42 EA 19 inch, IEC 60945, light-weight maritime monitor, flush controls, dimmable to zero nit, Sync On Green compatible, dual input in accordance with all of the below listed specifications with one-year manufacturer's warranty with option for four additional one year warranty periods commencing at the expiration of the manufacturer's warranty period to be required at the election of the United States Coast Guard. 3) 8 EA Dual License; ECDIS Navigation Application with USCG 140 ' WTGB Coast Guard Specified version with USCG SARtools and screen layouts implemented. All supporting technical and engineering documentation is to be included in accordance with specifications. 4)2 EA Dual License Upgrade; ECDIS USCG Navigation Application 140' WTGB Coast Guard Specified version with Coast Guard specified version with USCG SARtools and with Coast Guard screen layouts implemented. All supporting technical and engineering documentation is to be included in accordance with specifications. 5)49 Days Non-Recurring Engineering to Modify ECDIS to USCG specifications; includes implementing SARtools and CG Screen Layouts. Specification for Electronic Chart Display and Information System (ECDIS) Systems Specification for Electronic Chart Display & Information System (ECDIS) Systems 1.0 SCOPE Coast Guard has a need to install Electronic Chart Display & Information System (ECDIS) systems aboard 140 foot WTGB ice breaking cutters. Coast Guard desires that these systems be type certified ECDIS systems as defined by IEC 61174, IES 60945 & IEC 61162, but understands that space constraints & implementation of CG specified modifications will require specific exemptions. Exemptions to ECDIS type certifications will be approved by Coast Guard?s System Engineer for ECS & ECINS systems on an item by item basis. This contract is for installation of a new capability aboard WTGB class cutters. 2.0 GOVERNMENT TERMS & DEFINITIONS. AIS Automated Identification System BFT Blue Force Tracking DNC? Digital Nautical Chart ECDIS Electronic Chart Display & Information System ENC Electronic Navigational Chart EPFS Electronic Position-Fixing System GPS Global Positioning System HCRF Hydrographic Chart Raster Format IENC Inl& Electronic Navigational Chart NGA National Geospatial-Intelligence Agency NMEA National Marine Electronics Association RNC Raster Navigational Chart (or Raster Nautical Chart) RTCM Radio Technical Commission for Maritime Services SAR Search & Rescue SRA Short Range Aids to Navigation STEDS Sensitive but Unclassified Tactical Information Exchange & Display System UKHO United Kingdom Hydrographic Office VPF Vector Product Format 3.0 CONTRACTOR FURNISHED MATERIALS. Contractor shall provide everything required to perform this requirement. 4.0 REQUIREMENTS. 5.1 INTERFACES. 5.1.1 SOFTWARE INTERFACES. ECDIS system shall operate under both Microsoft Windows 2000 & Windows XP Operating Systems. 5.1.1.1 CG Screen Layouts. ECDIS shall be compatible with CG Navigator Training curriculum, classrooms, baselines, & simulators currently used by C2CEN. Coast Guard is specifying that Coast Guard unique screen layouts taught in these classes be implemented in ECDIS for this procurement. Classroom curriculum & course manual will be available to contractor upon request. 5.1.1.2 SAR Tools. Coast Guard is mandated by international treaty & US Code to conduct Search & Rescue (SAR) operations within its waters. The ECDIS shall have SAR Tools. SAR Tools shall be compatible with SAR Tools trained in class curriculums developed & instructed at C2CEN. Classroom curriculum & course manual will be available to contractor upon request. 5.1.2 HARDWARE INTERFACES. ECDIS system shall interface with legacy sensors using RS-232, RS-422, & TCP/IP communications. Remote workstations shall use KVMs that interconnect using a single CAT-5 cable. Video Shall be distributed using VGA. 5.1.2.1 Monitors. Monitors shall be 19 inch IEC 60945 type certified for ECDIS use. Will allow dimming to zero nits, have two VGA inputs (one may be DVI w/supplied adapter) selectable from front panel, & will be compatible with Sync on Green (with no external adapter). 5.1.2.2 Comms Ports. A minimum of eight RS-232/RS-422 configurable serial communications ports. These serial ports must be combatable with NMEA 0183 interfacing of GPS, DGPS, Radar, Anemometers, shallow water sounders, deep sounders, speed logs, AIS, GYRO, fluxgate compass, etc. 5.1.2.3 Analog Interfaces. System shall provide an interface with cutter?s gyro system via syncro/stepped input, shall provide analog anemometer interface, & accept pulses per NM speed log input. 5.1.2.4 Auto Pilot Interface. ECDIS system shall be capable of supplying route data interface messages to an autopilot system. 5.1.2.5 Keyboard/Trackball. Keyboards & Trackballs shall be IEC 60945 type certified for ECDIS use. Human interface shall be three button maritime track ball with splash resistant keyboard. 5.1.2.6 WTGB Space Limitation. Size of ECDIS console shall accommodate limited space available on bridge of 140? WTGB. All cable connections & components shall be accessible from front of rack. height of ECDIS console shall be constrained at 38 inches or less to prevent forward obstruction of view from pilot house. 5.1.2.7 Service Access. ECDIS shall have all data & signal cables normally mounted to connections located near rear of rack, placed in such a fashion that they are accessible from front. When installed, ECINS rack on WTGB will be 3 inches from forward bulkhead of pilot house, making rear access impossible 5.2 ECDIS SYSTEM REQUIREMENTS 5.2.1 TYPE APPROVAL. ECDIS system shall be type-approved by a competent authority as meeting IEC standards. Type-approval of ECDIS system shall be in accordance with IEC 61174, IEC 60945, & IEC 61162 of International Electrotechnical Commission. When Coast Guard determines that another testing standard provides a level of safety that is equivalent to or higher than that of that standard, other testing standard may be applied & an exemption for that specific hardware item or software function may be approved by the Coast Guard. 5.2.2 COLOR DISPLAY. ECDIS system shall provide support for a color display, including addressing requirements of IEC 60945. 5.2.3 ECDIS DATABASE. ECDIS Database is defined as electronic chart data products conforming to formats addressed in sections 5.2.3.1 through 5.2.3.3. 5.2.3.1 ENC DATA PRODUCTS. Electronic Navigational Charts (ENC) produced by or on authority of a government authorized hydrographic office in IHO S-57 format according to ENC Product Specification published as Appendix B to IHO S-57. This shall include ENC produced by & distributed on authority of National Oceanic & Atmospheric Administration (NOAA). 5.2.3.2 IENC DATA PRODUCTS. IENC produced by & distributed on authority of USACE in IHO S-57 format according to IENC Content Specification modifying use of IHO S-57 objects & attribute for "best-fit" to describe river information. For further information refer to USACE website at http://www.tec.army.mil/echarts/inl&nav/. 5.2.3.3 RNC DATA PRODUCTS. RNC produced by or on authority of a government authorized hydrographic office according to IHO S-61. 5.2.4. DISPLAY OF AIS TARGET INFORMATION. ECDIS system shall support input of AIS target data via serial connection from a separate Government-owned Class A Universal AIS. ECDIS system shall support IEC/PAS 61162-100. ECDIS system shall display AIS targets in accordance with IMO SN/Circ.243. 5.2.5 COLORS & SYMBOLS. ECDIS shall display colors & symbols in accordance with applicable IHO Standards. 5.2.6 DISPLAY RESOLUTION. ECDIS system shall support all display resolutions described in IEC 61174 & IEC 60945. 5.2.7 GPS/DGPS. ECDIS system shall support input of data via NMEA 0183 versions 2.1 through 3.01 standard serial connection from a Government-owned differential GPS receiver. 5.2.8 EXTERNAL HEADING SENSOR. ECDIS system shall support input of data via NMEA 0183 versions 2.1 through 3.01 standard serial connection from a Government-owned heading sensor. 5.2.9 EXTERNAL DEPTH SOUNDER. ECDIS system shall support input of data via NMEA 0183 versions 2.1 through 3.01 standard serial connection from a Government-owned depth sounder. 5.2.10 TURN RADIUS as a leg property display. ECDIS shall display & communicate following as properties of a leg contained in a route created using ECDIS Route Planning: 5.2.11 MULTIPLE SENSOR MANAGEMENT. ECDIS shall maintain ability to select from menus containing multiple sensor selection options. These menus shall be included within Sensor Set Up menu. ECDIS shall offer user with a Primary & Secondary source option. 5.2.12 GPS SETTINGS. ECDIS Invicta initialization setting shall be IAW C2CEN instructions. 5.2.13 RADAR OVERLAY. ECDIS must have Dual Radar/ARPA Capability 5.2.14 DISPLAY BUOY AP APPROACH & ARRIVAL ALERTS. ECDIS shall display approach & arrival alerts. 5.2.15 DISPLAY SET & DRIFT. ECDIS shall calculate & display Set & Drift 5.2.16 DISPLAY COMPASS ROSE. ECDIS shall display a Compass Rose. 5.2.17 RANGE RINGS. ECDIS shall display Range Rings superimposed on Chart Window Display w/ range labels. 5.2.18 TRUE MOTION. ECDIS shall provide operator with ability to specify display of True Motion on Chart Window Display. 5.2.19 CENTER ON A FIXED POSITION FOR CHART WINDOW. ECDIS shall center display of Chart Window Display on a fixed position by entering a latitude & longitude. 5.2.20 ORIENTATION FOR CHART WINDOW. ECDIS shall provide ability to select a chart orientation for Chart Window Display. 5.2.21 ROUTE SELECTION. ECDIS shall allow operator to select a route by entering a route name or scrolling list of all routes. 5.2.22 LEG(S) LENGTH. ECDIS shall enable operator to specify two or more contiguous route segments (legs) within a route & then display combined distance of selected segments (legs). 5.2.23 GUARD ZONE ALARMS. ECDIS shall provide operator with same Guard Zone capability available in ECDIS 1.73.3 Baseline. 5.2 24 ANCHOR WATCH ALARMS. ECDIS shall provide operator with Anchor Watch capability including swing & drag circle alarms. 5.2.25 TURN OFF SOUND. ECDIS shall provide operator with ability to disable all sound & to restore it. 5.2 26 CONTINUOUS EBL to selected AP display. ECDIS shall enable user to display a continuously updated Range & Bearing from a user designated point of origin on ownship to a user designated AP. 5.2.28 DATA LOGGING. Shall comply with IMO A.861 data logging requirements. ECDIS shall have a position up-date time no greater than one second & have selectable scaling features. System shall be capable of record & playback of all tracks & voyages. 5.2.29 WEATHER SUMMARY. This capability shall log true wind direction & speed, temperature, relative humidity, & barometric pressure. 5.2.30 CROSSTRACK DISTANCE GRAPHIC DISPLAY. ECDIS shall provide a visual representation of Crosstrack Alarms for active leg. 5.2.31 ARPA EXCLUSION ZONES. ECDIS shall provide Polygonal Exclusion Zones capability for ARPA Targets, minimum of up to 6 zones. Polygonal Exclusion Zone Alarms generated shall be visually displayed. This feature shall allow for reshaping of zones & comply with IMO Standards for polygon alarming & warning areas. 5.2.32 VISUAL FIXES. ECDIS shall provide operator with Visual Fixing capabilities. Visual fixes shall be incorporated into DR mode but there must be a position source override such that when in DR Mode. 5.2.33 MARKERS / HAZARDS. ECDIS CG shall have a submenu that enables operator to mark a position & get a constantly updating range & bearing. 5.2 34 TIDES & CURRENTS GRAPHICAL DISPLAY. ECDIS shall provide operator with a Tides & Currents Graphical Display. 5.2.35 EXCLUSION ZONE ALARMS. ECDIS shall provide operator with an Exclusion Zone capability. 5.2.36 CLEARING LINE. ECDIS shall provide operator with clearing line capability per IMO specification. 5.2 37 FILE UTILITIES. ECDIS will support Mass Storage Assemblies using a DVD ROM for loading data, charting, & program files. 5.2 38 ECDIS File Utilities. ECDIS will support Mass Storage Assemblies using a IDE SR-631 hard drive for holding Operating System, chart database, configuration files, & data files. 5.2 39 ECDIS File Utilities. ECDIS will support Mass Storage Media. 5.32.40 ECDIS File Utilities. ECDIS will support Ethernet communications between ECDIS PCs. ECDIS can transfer Chart Corrections to back up System using network. 5.2 41 ECDIS File Utilities. ECDIS will support Translating Routes between USCG SAR SR-635 patterns & Main ECDIS system 5.2.42 INDEPENDENT ACTIVITIES. An operator can select between route monitoring or route planning. Each mode of operation can display different charts. Navigator Console (NC) remains independent of Route Monitoring System, meaning, in part, that NC operator can change chart scale, orientation, or display different chart features. 5.2.43 Screen Layout. ECDIS screen display can display up to two different user selectable views of chart windows. Each view can have same or different magnification or orientation. 5.2.44 Radar Overlay. Route Monitoring & Route Planning systems can display different radar overlays. 5.2.45 ARPA Contacts. ECDIS can display up to 20 ARPA contacts & will generate alarms for each contact that becomes a threat. 5.2.46 ANTI GROUNDING. ECDIS automatically scans an operator-defined cone for unsafe depth. ECDIS detects charted hazards to navigation & unsafe depths that trigger audible warnings. ECDIS displays an anti-grounding cone when activated. Cone looks ahead using either SMG or a fixed distance selected by operator. 5.2.47 UNSAFE SOUNDINGS. ECDIS alerts operator whenever ownship is heading into water that is too shallow for safe navigation. 5.2.48 TRACKBALL POSITIONING. Operator can obtain a readout of cursor?s position when cursor is placed on top of display of a chart. 5.2.49 ROUTE PLANNING. Lines & waypoints for route planning can be overlaid on display & removed at will. Routes can be named, saved, & retrieved for use later. 5.2.50 CHART BASE. Operator can add or remove data from chart display. 5.2.51 WARNINGS & ALARMS. ECDIS provides warnings & alarms to alert operator of potentially hazardous conditions such as depth of water is less than set safe soundings; potentially hazardous conditions such as cross-track distance exceeds acceptable distance defined & entered in system by operator; potentially hazardous conditions such as whenever an ARPA contact enters operator-defined guard zone or exclusion area; potentially hazardous conditions such as whenever any portion of ownship drifts outside anchor watch circle; potentially hazardous conditions such as whenever ownship enters an operator -defined exclusion zone; potentially hazardous conditions such as poor, degraded, or lost navigational data inputs; potentially hazardous conditions such as failure of any of navigational devices, e. g., gyro, speed log, DGPS, or depth sounder; potentially hazardous conditions such as failure of any meteorological sensors; and any other potentially hazardous condition. 5.2.52 ARPA RADAR. ECDIS shall time data & monitor active ARPA radar for indications of threats from targets. 5.2.53 SHALLOW WATER SOUNDER (SWS). ECDIS time tags data & displays SWS data. 5.2.54 Dual DGPS. ECDIS time tags data & displays data from selected DGPS subsystems. 5.2.55 DOPPLER SPEED LOG (DSL). ECDIS time tags data & displays DSL data. One output is for depth (DDL) & other is for speed (DSL). DSL is a dual axis speed log. Speed log can also be referenced to Bottom Lock (BL) or Water Lock (WL) modes. In BL mode shallow waters (under 600 feet) are read directly from bottom. Reading approximates SOG. In WL mode speed is estimated through water. DSL can also be set manually to this mode. For speed through water, data allows ECDIS to calculate current, set, & drift of ownship. BL & WL are in fore & aft & across ownship direction. Depth data is also available from Doppler Speed Log in shallow range. 5.2.56 DEEP WATER SOUNDER (DWS). ECDIS time tags data & displays DWS data. 5.2.57 FLUXGATE COMPASS. ECDIS time tags data & displays Fluxgate Compass data. 5.2.58 GYRO COMPASS. ECDIS time tags data & displays Gyro Compass data. 5.2.59 LORAN C. ECDIS time tags data & displays Loran C data. 5.2 60 OWNSHIP POSITIONING. ECDIS time tags data & displays ownship position data. ECDIS uses position data received from selected sensor sources to calculate & display position of ownship every second. If a position message is not received, ECDIS dead reckons ownship?s position based on last known speed, heading, & position. ECDIS overlays an ownship symbol in last received position on chart at every position fix. Since these updates are at one-second intervals, ownship is tracked on electronic chart in real-time. A position plot is placed on chart at every position fix. Plot originates at location of currently active positioning device. Result of these plots is a visible plot of ownship?s track history. 5.2.61 ECDIS FILE UTILITY. ECDIS File Utility can print following types of files; Chart Report, Chart-correction Report, Route Reports, Marker Reports, & screen captures. 5.3 NON-ECDIS REQUIREMENTS. ECDIS system shall conform to following non-ECDIS requirements. 5.3.1 SAR CAPABILITIES. ECDIS system shall comply with SAR capability under section 5.3.1.1 & shall comply with either section 5.3.1.2 or 5.3.1.3. 5.3.1.1 SAR PATTERNS. ECDIS system shall provide capability to import a USCG search pattern stored as a series of IEC 61162-1 (or NMEA 0183) WPL sentences in an ASCII data file on removable media supported by laptop. 5.3.1.2 TRANSLATE A USCG SEARCH PATTERN. ECDIS system shall provide capability to translate a USCG search pattern text file, a copy of which may be obtained by contacting Contracting Officer, and create a route from the data. 5.3.1.3 CREATE SEARCH PATTERN. ECDIS system shall provide capability to create & modify expanding square, parallel, sector search, creeping line & track line patterns. These & other SAR parameters are defined in Chapter 3 of USCG Addendum to National SAR Supplement.. 5.3.2 CG VEGA COMPATIBILITY. Hardware used in ECDIS shall be compatible with VEGA minimum hardware requirements. 5.4 DOCUMENTATION. Contractor shall provide manufacturer?s technical manual(s) that describe installation, operation, & any technical details, with each ECDIS system purchased. Third party system documentation shall be included in technical manuals. Technical manuals shall include troubleshooting guides. Each system package shall include a paper (or hardcopy) & electronic copy of all documentation. Electronic documentation shall be in Microsoft Word or Adobe Portable Document Format. 5.5 PRODUCT SUPPORT. Contractor shall certify that system will be supported from date of contract award for a duration of five years. Contractor shall include routine upgrade support for their system. This update support shall include support for documentation as required in section 5.4. Offers shall include a description of technical assistance provided for ECDIS system. 5.6 DELIVERABLES. Vendor shall provide ECDIS systems along with technical documentation specified in section 5.4, for each ECDIS system purchased. 5.7 WARRANTY. Each system & documentation package shall carry a one-year manufacturer?s warranty with option for four additional one year warranty periods commencing at expiration of manufacturer?s warranty period to be required at election of United States Coast Guard. 5.8 TRAINING. ECDIS shall be compatible with CG Navigator Training curriculum, classrooms, baselines, & simulators currently used by C2CEN. Coast Guard is mandated by US Code & CG regulations including Cutter Navigation Standards to conduct safe navigation. These skills are taught to navigators aboard black hull cutters in class curriculums developed & instructed at C2CEN. Coast Guard is specifying that Coast Guard unique screen layouts taught in these classes be implemented in ECDIS for this procurement. Classroom curriculum & course manual will be available to contractor upon request. INSTRUCTIONS TO OFFERORS, EVALUATION CRITERIA, CONTRACT CLAUSES WILL BE MADE AVAILABLE IN THE MODIFICATION TO THE SOLICITATION WHICH WILL BE ISSUED SHORTLY.
