- THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICIATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 (Commercial Items) and FAR 13 (Simplified Acquisition Procedures) as supplemented with additional information included in this notice. The solicitation number is 263-2007-Q-(DV)-0155 and is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NIH, Office of the Director, Work/Life Center, has a commercial services requirement to provide lactation consultation, education and support services for eligible NIH employees. This requirement is being procured under FAR Parts 12 (Commercial Items), 13 (Simplified Acquisition Procedures), and 37.6 (Performance Based Acquisition). This requirement is performance based where the Government forms the objectives of the requirement, using a Statement of Objectives, and the contractor provides information on how the objectives will be reached. The contractor is expected to form and reply to this solicitation a Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) that will be part of the contract once awarded. The combined synopsis/solicitation is attached to this annoucement.
