Description
THIS IS A NOTICE OF INTENT NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) intends to negotiate and award a purchase order on a noncompetitive basis (sole source) to the Recreation & Welfare Association (R & W), Building 31, Room B1W30, 31 Center Drive, Bethesda, MD. 20892, to provide the services of experienced consultants to facilitate all of the National Institutes of Health?s (NIH) 2007 Combined Federal Campaign (CFC) activities. The statement of work is outlined below. The reference solicitation number is: NHLBI-PB(HL)-2007-178-DDC. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-17. The intended procurement is classified under North American Industry Classification System code 541990, All Other Professional, Scientific and Technical Services, with a size standard of $6.5M. The market research conducted by the Government through the Federal Business Opportunities (FedBizOpps), posted on May 25, 2007 did not result in any businesses expressing an interest or submitting a capability statement other than the intended sole source, Recreation & Welfare Association. Therefore, the acquisition is being conducted on a sole source basis. SCOPE OF WORK: The National Institutes of Health (NIH), National Heart Lung, and Blood Institutes (NHLBI) is seeking the assistance of an experienced consultant to facilitate all NIH 2007 Combined Federal Campaign (CFC) activities, including providing advice and assistance to the NHLBI Executive Officer, who serves as the official NIH CFC Campaign Manager, and coordinating various work with the campaign committee to design, organize, and execute the campaign. Specifically, the Contractor shall: Planning Pre-Campaign Working with the CFC executive campaign committee to develop the structure, mission, and purpose of the special events. Work with committee to determine the theme of the events. Plan the parameters of the event. Develop a plan to introduce CFC to the target audience. Identify and market accordingly. Develop an estimated budget for each event with a goal to obtain as many participants as possible. Establish a liaison with Property Management/ Facility Manager of all campus and off campus buildings in which festivities will be held. Determine if contracts/letters of agreements or other legal issues need to be addressed. Obtain insurance and review insurance needs for events. Coordinate speakers, including travel arrangements (flight and hotel stay) and other expenses that may be necessary. Assist the CFC Executive Committee in creating the agenda for the event's activities. Determine and coordinate food vendors, negotiate and order tables, chairs, tents, trash cans, recycle containers, food, paper products, decorations, etc. as necessary. Work with vendors on presentation, selection of food items, and timetable for assembly and tear down for each event. Contract for music/entertainment. Determine, and obtain incentive awards that would be appropriate for the event. Determine how leftover food will be disposed. Develop contingency plan with emergency numbers and lead contacts. Plan for staff and volunteers for each event to focus on giving to CFC. Provide and deliver excellent customer service on the day of the event. Attend CFC of the National Capital Area Executive Session to receive ,guidance and instructions on the 2007 campaign. Attend, along with key NIH CFC staff, a meeting in the Secretary's office for the Department of Health and Human Services (HHS) operating division and staff division CFC campaign managers. Assist in the recommendation of tentative overall financial goals. Participate in the development and execution of a training session for Deputy and Assistant Coordinators. Recommend final, goals. Throughout the campaign, serve as point of contact far recruitment of, training of, and technical guidance for keyworkers of the NIH Office of the Director, Office of Research Services, and Clinical Center. Assist with the planning, logistical arrangements, and conduct of the kickoff ceremony. Coordinate the delivery of all supplies provided by CFC to NIH Coordinators in the national capital area prior to keyworker training and also provide supplementary materials as requested during the campaign. Facilitation and Site Development Identify most appropriate facility type, tenting, location and time. Complete the site inspection to determine the physical condition for the location. Budget and pay for tents for the event. Inspect the condition of the surrounding area. Check for safety concerns (constructions problems, etc). Determine electrical needs. Determine the audiovisual and sound equipment. Determine the location and usage of public restrooms. Coordinate NIH security, police, grounds maintenance and fire authorities. Create site map to include set up for charities. Determine how many can attend. Maintain a mix of non-profits from different sector of community needs. Coordinate parking, loading/unloading location, and get maps/directions to various community charities. Coordinate transportation for attendees if necessary Manage all aspects of event set up and clean up. Assist in contacting appropriate persons and NIH offices and make whatever logistical arrangements, obligations, commitments and agreements necessary for the actual execution of the kick-off ceremony and all other events that the committee has approved to accomplish the tasks set forth above. Establish and maintain a budget and expense sheet. Obtain incentive awards such as door prizes to help increase attendees at events. The above activities are to be completed no later than February 28th, 2008. The contractor is to provide periodic verbal progress to the Executive Office, NHLBI or his/her designee. Period of performance Schedule: June, 2007 Work with vendors to obtain information on pricing of tents, food, and assorted event items Process a budget Meet with last year's NIH Campaign Manager and committee Develop timetable for events Organize leadership for various events Work on Communications plan Organize and obtain ideas for incentives Create a process for ideas for events July, 2007 Work with committee on setting goals Attend meetings with NIH CFC leadership Put together a staff team for events Develop a communications plan Develop a plan for promotional items August, 2007 Begin meetings of the Executive Team Plan and Negotiate Event Items (Tenting, Food, etc.) Coordinate charities for events Attend other CFC meetings as required at HHS level Plan Keynote speakers and coordinate travel arrangements September, 2007 Begin weekly meetings with NIH volunteers Confirm goals Staff team meeting to plan and organize Assemble items for door prizes Attend briefing meetings for key workers Coordinate table for CFC promotion at Institute Relay Confirm entertainment, food, decoration, etc. for Rockledge and Executive Blvd Cluster October, 2007 Coordinate table CFC promotion at Research Festival as part of Food and Music Fair Involve and work with CFC Charities Execute Kickoff Evaluate Kickoff Hold 2nd event on NIH Campus - Charity Fair with Halloween Theme Publicize events in Newsletters and E-mails November, 2007 Execute and staff the Rockledge themed program Execute and staff the Executive Blvd. themed program Assist the Institutes, in whatever way possible, with prizes and themes for their campaigns Evaluate Events December, 2007 Last effort marketing and production of final communications Work with NIH institutes with final door prizes if necessary Work with Planning Committee for themes for Awards Ceremony January ? February 2008 Assist is campaign wrap-up Plan and develop strategic plan for 2008 March, 2008 Award key volunteers The place of performance is the National Institute of Health, Bethesda Maryland Campus and Rockville locations. Office space will be provided in the respective locations. In addition to the lack of responses from the FedBizOpps posted market survey, the sole source determination is based upon the fact that Recreation & Welfare Association is the only source available at the time to accommodate NHLBI/NIH urgent needs to the institutes? required CFC activities. The R & W is uniquely qualified for this contract and has a long history of conducting these sources for the NIH. The R&W will also take on additional responsibilities this year not included in previous work. Including attending meetings in the DHHS Secretary?s office for NIH CFC staff, participating in the development and execution of training sessions for Deputy and Assistant Coordinators, recommending goals, serving a s point of contact for recruitment, training and guidance for keyworkers specifically for the NIH Office of the Director, Office of Research Services and the Clinical Center, and coordinating the deliver of all supplies provided by the CFC to NIH Coordinators prior to keyworker training. At this time, it would not be time effective to search for and hire a new vendor. Hiring a new vendor may require more time needed to educate vendor on the NIH CFC campaign. This will cause a delay in completing all requirements for the campaign. In order to maintain the continuity of the methodologies used from previous successful CFC activities and due to the knowledge, skills, and experience gained by The Recreation & Welfare Association?s various CFC positions, an award to any other source for this years CFC would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. To further substantiate the sole source determination, The Recreation & Welfare Association?s qualifications, skills, and experience was evaluated against the following technical evaluation criteria: 1) Understanding the Requirement. 50 possible points. Documented evidence which clearly reflects the organizational / individuals experience in providing similar services. The technical approach, experience, skills, demonstrated understanding of statement of work, demonstrated skill in combined federal campaigns, and demonstrated writing skills. 2) Past Performance. 30 possible points. A minimum of 5 years of demonstrated exceptional past performance in providing services of a similar magnitude; 3) Knowledge of the National Institutes of Health. 20 possible points. Demonstrated knowledge of the National Institutes of Health programs and academic institutions. The Recreation & Welfare Association is the only known source capability of provided the services stated herein. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all responses and / or proposals received within ten (10) days after posting of this announcement will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct future procurement competitively. There are no numbered notes applicable to this notice.
