- Solicitation is for four NSNs:6850-01-432-7105, Additive, Thermal Stabilizing,Jet Fuel(Bulk);Unit Qty is Gallon/Bulk quantities only, Item being procured is GE Betz P/N:SPEC-AID 8Q462 or P/N:Aeroshell Performance Additive 101; NSN:6850-01-432-7840,Additive,Thermal Stabilizing, Jet Fuel, Unit Drum contains 54 Gallons. Item being procured is GE Betz P/N: SPEC-AID 8Q462; NSN: 6850-01-432-7761, Additive, Thermal Stabilizing, Jet Fuel, Unit Container contains 280 Gallons.Item being procured is GE Betz P/N: SPEC-AID 8Q462/280; & NSN: 6850-01-474-4852,Additive, Thermal Stabilizing,Jet Fuel. Item being procured is GE Betz P/N:Aeroshell Performance Additive 101. Solicitation will be issued as a Requirements Type Contract, Firm Fixed Price with EPA with one base year plus two option years. EPA will be at 10%. This solicitation will be for an RTC and not an IQC due to there only being one known source capable of providing the item and no known potential sources exist. There is minimal to no risk that the contractor will not perform. The sole source contractor has been the only supplier of this item. Also, NSN:6850-01-432-7105 is issued in BULK, and precise quantities cannot be determined. LTC is also DVD only. Since this RTC will contain a bluk NSN,it is not feasible nor practicable to develop a maximum contract value or quantity. Solicitation will not contain progress payments. Surge & Sustainment requirements do not apply to any of the NSNs. For 6850-01-432-7105, pricing will be based on the Estimated Annual Demand(EAD) Quantity which is 33,972 GL for the base and option years. The Minimum/Maximum per order for the base and option years is 400/2500. For 6850-01-432-7840, pricing will be based on the Estimated Annual Demand(EAD) Quantity which is 1 for the base and option years. The Minimum/Maximum per order for the base and option years is 1/10.For 6850-01-432-7761, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 7 for the base and option years. The Minimum /Maximum per order for the base and option years is 7/10. For 6850-01-474-4852, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 1 for the base and option years. The Minimum /Maximum per order for the base and option years is 1/10. Solicitation will be issued under the procedures of Other Than Full & Open Competition as a Unrestricted Procurement. This is a commercial item. FOB is Origin. Inspection/Acceptance is at Origin. MSDS and OSHA Hazard Warning Label are required. Quantity Variance is plus 5% or minus 5%. Required delivery is 1 DARO for Priorities 01-03, and 3 DARO for all other priorities. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Customer Direct deliveries only. These items are critical application items. This item is not a Critical Safety Item(CSI), per a SAP interrogation on May 09, 2007. The solicitation will be issued on June 25,2007 with a closing date of July 16,2007. Synopsis on Fed Biz Ops will occur on May 21, 2007 for a period of 15 days. A copy of the solicitation will be available via the DLA-BSM Internet Bid Board System(DIBBS).
