- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport proposes to establish a five year, cost plus award fee indefinite-delivery, indefinite-quantity contract to maintain an inventory of specialized equipment used to maintain and repair various types of submarine periscopes. The contractor will also design and fabricate similar equipment made necessary by changes to the periscope systems. The equipment is a diverse collection of specialized tools, adapters, fixtures, cables, etc. peculiar to various periscopes, comprising mechanical, electronic, electrical, optical and gaseous technologies. The critical knowledge factors are the periscope systems and how they are repaired and serviced ? the technology within the specialized equipment is secondary. Labor will be mostly technicians, with minor hours required from engineers, clerks etc, The total level of effort will be approximately 22,875 manhours over the five year period. Selection will be best-value based on personnel and past performance. This is a follow-on effort to a portion of contract N66604-02-D-120B with General Physics.
