- The US Army Medical Research Acquisition Activity proposes to award to SPSS Inc., 233 S Wacker Drive, Chicago, IL, on a sole source basis, for the purchase of SPSS Clementine Desktop Software and maintenance. This software is the only known software that is compatible with and can operate with Walter Reeds current analysis system which consists of MS SQL Server 2005 Database Program, SPSS Base 14.0 and 15.0 , SPSS Answer Tree, SPSS Advanced Tables, SPSS Advanced Statitics and Professional Statistics, and SPSS Amos. Competing this requirement and awarding to any other source would result in substantial delays, loss of data from research studies compiled over the past 3 years and would also increase the overall cost to the Government. This procuremen t shall be under other than full and open competition procedures in accordance with FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for a competitive quote. Any resp onse to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Governmen t. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
