Description
This is a Draft Solicitation for industry comment and questions. A one-time Industry site visit is scheduled for July 2, 2007 from 10:00 to 12:00 am eastern standard time. Visitors must have two forms of picture identification and valid vehicle reg istration to attend. Interested parties must electronically submit their request for attendance to 'tonya.kreps@det.amedd.army.mil' prior to 5:00 PM EST on June 29, 2007. The U. S. Army Medical Research Institute of Infectious Diseases (USAMRIID) located at Fort Detrick, MD has a requirement for Research and Development and Related Support Services for Various Federal Research Laboratories. The contractor shall provide all personnel necessary to provide nonpersonal research and development related support services. These services will support and/or provide: 1) Execution and accomplishment of defense medical research, development, test and evaluation (RDT&E) objectives; 2) Assistance in program management and policy development related to medical research, development, and acquisition programs and activities; 3) Other contract efforts in support of RDT&E objectives. A limited number of positions will be classified personal services such as physicians and nurses who will provide direct patient care. Services may include the provision of assistance as applied to and in support of RDA business and DOD and non-DOD laboratory management in the following functional areas (listing may not be all-inclusive): 1. Research and development; 2. Issues dealing with the conduct and results of medical science and technology; 3. RDA program management; 4. Medical logistics; 5. Regulatory compliance; 6. Financial management of DOD and s ervice RDA programs; 7. Biological surety; 8. Information technology programs in support of research. The Core personnel support will be firm fixed price and the ability to surge up for additional support will be made available by the issuance of task o rders. This contract may be utilized by all MRMC activities and other Federal research laboratories. The current contract providing this support ends 15 September 2008, but this contract may be awarded earlier to allow for a sufficient Phase in Period. The anticipated period of performance is for a one year base period with four one-year option periods available for exercising. Competitive procedures within the Small Business Administrations 8(a) Program are being utilized, and the resultant award wi ll be an Indefinite Delivery/Indefinite Quantity task order type contract. Only eligible 8(a) firms certified as 8(a) under the NAICS Code 541690 as of the date of proposal submission need submit a proposal. The draft RFP requesting industry comments wil l be issued on or about June 15, 2007. The website location for the draft RFP is 'www.usamraa.army.mil'  W81XWH-07-R-0027. On July 2, 2007 from 10:00 AM to 12:00 EST, a pre-solicitation site visit will be conducted at the Strough Auditorium, 611 Porter Street, Fort Detrick, MD 21702 for the purpose of outlining the mission of USAMRIID and to relay general information as to the existing and proposed ID/IQ contracts. Within two weeks following this site visit, vendor comments and/or questions concerning t he draft solicitation shall be submitted electronically by July 16, 2007 at 12:00 PM EST. The Government will review and incorporate applicable responses and will issue the final RFP within 60 days. A second synopsis announcing the release of the final RF P will be published. No additional site visits will be conducted with the release of the final RFP.
