- Under the authority of Federal Acquisition Regulation (FAR) Part 13.5, Test Program for Certain Commercial Acquisitions, Section 4202 of the Clinger-Cohen Act of 1996 procedures, the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Nati ck, MA on behalf of the United States Special Operations Command- Soldier System Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis to Safariland, 3120 E. Mission Blvd., Ontario, CA 91761. This effort is to provide t he Government with Soft Armor Inserts for the Modular Supplemental Armor Protection (MSAP) cummerbund and Safariland is the only authorized, tested, and validated source that meets this SOCOM Soft Armor requirement. This equipment is to support deploying t roops.
