THIS SOLICITATION IS ISSUED AS A RFQ. THIS ACQUISITION IS NOT SET-ASIDE FOR SMALL BUSINESS; NAICS: 541710 SIZE STANDARD: 500 EMPLOYEES CONTRACT LINE ITEM(S): 0001, 0002, 0003, 0004, 0005; QUANTITY: 1; U/I: EA TYPE OF CONTRACT AWARD: FIRM FIXED PRICE DESCRIPTION OF REQUIREMENT: The Contractor shall provide all the labor, material, supplies, and transportation necessary to develop and deliver diagnostic tests to rehost five (5) test sets from Kelly Power Supply to Advanced Power Supply in strict accordance with the incorporated Performance Work Statement. The TRUs are components of the F-15 AIS test station. PN Description 1997193-2 +5 Vdc, 30 Amp Power Supply 1997194-1 +5 Vdc, 5 Amp Power Supply 1997192-2, 3 +28 Vdc, 30 Amp Power Supply 2134977-3 Multiple Output Power Supply 2129544-2 Power Monitor Assembly 1.1 Background The 402nd SMXG is rehosting the test program sets (TPSs) for the TRUs specified above, from the Kelly Power Supply Tester to the Advanced Power Supply Tester The TRUs are pulse width modulated, switching power supplies. SMXG requires contractor support to determine/develop diagnostic test requirements for each of the TRUs identified in Section 1. Currently, fault detection and isolation for the TRUs does not exist, the contractor must develop these requirements. 1.2 Objective The objective is to provide SMXG diagnostic test requirements for the TRUs specified above. For each TRU: ? The contractor shall determine diagnostic test requirements through engineering analysis of the data package the Government provides to the contractor. The contractor shall use a diagnostic profiler, to determine these requirements. ? The contractor shall deliver a diagnostic test requirements report. The report's format shall be that of the test program set design document (TPSDD) used by the Government. SMXG will provide the contractor a sample TPSDD. (CDRL A002) ? The contractor shall deliver SMXG a diagnostic knowledge base (DKB) developed by the diagnostic profiler. The knowledge base shall generate the go-chain for the acceptance test, and the sequence of diagnostic tests for isolating faults. The DKB's format shall be compatible with the format of the DKBs SMXG already possesses.(CDRL A003) 1.3 Media for Deliverables The contractor shall deliver the diagnostic test reports and diagnostic knowledge bases (DKBs) on CD-ROM. 1.4 Reporting Requirements The contractor shall submit a status report every month. The report shall describe the work accomplished, problems encountered, and actions taken or proposed to resolve the problems. The report shall include the cost incurred to date and during the reporting period. (CDRL A001) SECTION 2: SERVICES DELIVERY SUMMARY Performance Objective PWS Performance Threshold Complete engineering analysis, deliver diagnostic test reports and diagnostic knowledge bases. 1.2 4 months delivery for the first TRU, 2 months for each TRU thereafter SECTION 3: GOVERNMENT FURNISHED PROPERTY AND SERVICES For each TRU, the Government will provide the contractor a data package with the items listed below. ? source code for the existing TPS ? test procedure for the existing TPS ? wiring diagram for the interface test adapter (ITA) for the existing TPS ? schematic for the TRU ? parts list for the TRU ? component layout for the TRU ? information about the TRU in technical orders for the F-15 AIS test station, when there is such information SECTION 4: GENERAL INFORMATION 4.1 Place of Performance Work will be accomplished at the contractor's facilities, and in bldg 645 on Robins Air Force Base, Georgia. SMXG will provide the contractor access to bldg 645. The contractor shall coordinate with SMXG to plan site visits. SMXG will provide contractor access to the Kelly Power Supply Tester. SMXG will schedule access to the tester at least one week ahead of time. 4.2 Period of Performance The period of performance shall be twelve months ARO. The following milestones have been defined for each TRU.
