The PWS 80% draft documents available for download at the NAVFAC e-Sol website, http://esol.navfac.navy.mil, do not contain Attachments J0200000-04 or J0200000-05 (References, Instructions, and Directives) since the source files are too large to upload to that site. If you are interested in obtaining these Attachments, they are available on CD-ROM via a request to the Contracting Officer Laurie Cordell by email, laurie.cordell@navy.mil or phone, 843-820-5621. Please include a full mailing address as these will be sent through the U.S. Postal Service. Only one CD-ROM set will be sent to each individual requestor. ADDITIONAL INDUSTRY DAY INFORMATION: The Industry Day scheduled for Friday, June 22, 2007 will be held in NORTH CHARLESTON, SC. Registrants will receive directions to the meeting site by separate email. This synopsis constitutes notice of an OMB CIRCULAR A-76 PUBLIC PRIVATE COMPETITION POSTING OF DRAFT 80% SOLICITATION with separate posting of Sections C and J at http://esol.navfac.navy.mil. This Pre-Solicitation Notice is for an OMB Circular A-76 (Revised May 2003) Public-Private Competition, using the standard competition process, to provide Non-Guard Security (NGS) Support Services at Navy Installations throughout the Continental U.S. (CONUS), including Hawaii and Guam. The functional areas for NGS are comprised of the following: commercial and mobile vehicle inspections, explosive detection dog services, pass and identification services (excluding ID Card issuance (Teslin and CAC) via RAPIDS), armory and ready-for-issue services, training, physical security (including crime prevention programs), supply/logistics, administrative support services (including court services support), and surveillance detection. There are approximately 1,981 positions affected by this multi-function competition. The projected performance periods will include a Phase-In period of four (4) months), a four (4) month 1st period of full performance, four (4) twelve (12) month option periods and one (1) four (4) month option period for a total performance period of five (5) years. A performance-based, combination firm fixed price/indefinite delivery indefinite quantity type contract is anticipated. PARTICIPATION IN THIS ACQUISITION IS UNRESTRICTED. In accordance with FAR 15.1, the Competitive Sourcing Acquisition Center of Excellence (CSACOE) Charleston, SC will be using the LPTA approach source selection process for this acquisition, please refer to sections L & M of the draft solicitation for details regarding the evaluation criteria and submission requirements. The North America Industry Classification System (NAICS) code for this acquisition is 561612, Security Guards and Patrol Services, with a size standard of $17,000,000. Availability of the draft 80% solicitation will be limited to electronic medium which is available for download via the NAVFAC Electronic Solicitation (ESOL) website at http://esol.navfac.navy.mil under solicitation number N69450-07-R-0554. The official plan holders list will be maintained on and can be printed from the website. All prospective Offerors and plan rooms are encouraged to register as plan holders on the website. Plan holders lists will only be available from the website. Registering Offerors and plan rooms must provide a complete name, complete mailing address and area code and phone number, Offeror type (prime contractor, sub contractor, supplier or plan room), email address and size (large business, small business, small disadvantaged business, woman owned small business or other). Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes. WORKLOAD DATA Please note: The workload data provided in Section J, ATTACHMENT J-0401060-04 has not been finalized and is being presented to help identify the locations and representative quantities of services required. Ongoing efforts to refine these projections will continue and the results will be provided in the final Request for Proposal (RFP) solicitation. ATTACHMENTS JL-4 (Pricing Summary) and JL-5 (Staffing Summary) are not being posted at this time. Please check the NAVFAC ESOL website during the week of 11 June for a posting of these documents. INDUSTRY DAY NOTICE. CSACOE Charleston SC is hereby soliciting interested industry representatives to participate in an Industry Day scheduled for Friday, June 22, 2007 from 9:00 A.M to 3:00 P.M., Eastern Time. The intent of the Industry Day is to receive industry input on common business practices for the subject services, contract structure and any perceived impediments to a successful A-76 competition based on a review of the draft 80% solicitation posting. Government representatives will be scheduled to provide briefings on the following tentative topics: (1) Competitive Sourcing (A-76) for a Standard Competition, (2) CSACOE roles/responsibilities, (3) CNIC Non-Guard Services functional Overview, (4) Performance Work Statement (PWS) (5) Contracting Methodology, and (6) Question/Answer Session. Those interested in attending Industry Day must e-mail a request to Laurie Cordell at laurie.cordell@navy.mil, no later than June 15, 2007. The request must include the company name, address, phone number, fax number, e-mail address, business status (small business or large business), company role (prime or subcontractor), list of attendees, and proposed topics for discussion. Once the requested information is received, directions to the forum will be provided. Industry representatives are encouraged to provide comments on the draft 80% solicitation regarding how the Government can best package the work for the solicitation to achieve maximum savings and value.
