- NOTICE TO ALL INTERESTED PARTIES REGISTERED UNDER THIS SOLICITATION NUMBER: The 80% draft solicitation for this CNIC Non-Guard Security effort has been posted under Solicitation Number N69450-07-R-0554b, effective 7 June 2007. Please ensure you register under the revised solicitation number, 0554b, in order to receive automatic email notifications. NO FURTHER POSTINGS WILL BE MADE UNDER THIS NUMBER. MODIFICATION: The preliminary planning baseline cost report (COMPARE V.3.1), supporting documentation and instructions for downloading are available at NAVFAC's e-Solicitations website, http://esol.navfac.navy.mil. THIS IS NOT A SOLICITIATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, 29 May 2003, this notice represents the formal public announcement and official start date of a public-private competition of Non-guard Security Support Services performed for Commander, Navy Installations Command (CNIC)at Navy installations throughout the continental United States (CONUS) including Hawaii and Guam. The incumbent service providers affected by this public-private competition are approximately 1,941 Department of Defense government personnel positions (461 DoD civilians and 1,480 military). Additionally, existing government support contracts for these services may be impacted as a result of this competition. A standard competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later date. Prospective private sector and public reimbursable service providers are encouraged respond to the solicitation. The preliminary planning baseline cost report (COMPARE, latest version) and supporting documentation for this competition will be available not later than 31 March 2007. A notice of its availability and the appropriate links will be provided by a modification to this announcement. The Department of Defense Competitive Sourcing Official is Mr. Philip Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for the Department of the Navy is Mr. B. J. Penn, Assistant Secretary of the Navy (Installations & Environment). The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is September 29, 2007.
