Description

This service based contract includes cutting, slashing and limited hand piling of live and dead coniferous trees with diameters less than 8" on approximately 160 acres located in portions of section 25, T18N, R17E and sections 30 and 31, T18N, R18E PMM in the North Moccasin Mountains, 16 miles north of Lewistown, MT. The contractor shall furnish all labor, equipment, supervision, transportation, operating supplies and incidentals required to perform and complete these services. The project will include cutting designated conifer trees taller than 18 inches but less than or equal to 7.9 inches, DBH. In addition, all cut trees shall be treated so that no single piece is longer than 4' and accumulated slash depth is 18" or less. Finally, hand piling of material shall occur in designated areas along ephemeral draws (less than 10 acres). The project site consists of recently logged slopes that vary from 20% to 70%. Bid schedule items will include: 1) Schedule A - Unit 1,2,3 & 4, provide sanitizing tree cutting and slashing within the North Moccasin project area prior to 10/19/07, Quantity 160 acres; 2) Schedule B - Unit 1,2 and 4, Provide Pre-commercial tree thinning and slashing within the North Moccasin project area prior to 10/19/07, 152 acres; 3) Schedule C - Unit 1,2,4 Hand Piling, Provide hand piling within the North Moccasin project area prior to 10/19/07, approx. 10 acres. A Site Tour is planned for July 12, 2007. Vehicular access to the project area is available. (4WD is NOT required). This is set aside for Hub-Zone Small Business Concerns. The North American Industry Classification System (NAICS) code for this procurement is 115310 . The small business size standard is $6.5 million. All work shall be completed by October 19, 2007. Estimated price range is between $25,000 and $100,000. Prospective contractors must be registered in Central Contractor Registration (CCR). Information on CCR registration can be obtained via the internet at http://www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. It is also recommended that contractors register theirAnnual Representations and Certifications (ORCA) online at http://orca.bpn.gov. The solicitation will be posted on/about June 27, 2007. No hard copies of the solicitation will be sent out by this office and will be available at "http://ideasec.nbc.gov". Response date for quotes will be on/about July 26, 2007. The exact closing date will be posted in the RFQ.
