- The U.S. Army JM&L LCMC Picatinny on behalf of Product Manager Soldier Weapons is contemplating a full and open competition procurement of the Close Combat Optic (CCO) to be compatible with and mount to the M4 Modular Weapon System (MWS) and the M16A2/M16A4 rifles and has the following characteristics: The device shall be a reflex (non-telescopic) sight which transmits light from the target to the viewer, contain a 1 to 2 Minute of Angle (MOA) dot reticle with manually adjustable brightness, contain an anti-reflection device to minimize glint, be mountable to the MIL-STD-1913 rail system and carry handle of the M16A2 rifle, and maintain zero retention. Optic must be able to withstand the rigors of use in military environment and maintain zero. Power source must be commonly available, found on a standardized list of military batteries, or utilize radioactive materials. The contractor shall purchase or manufacture all the component hardware for the CCO. It is the Government intent that the contract shall be awarded to a maximum of two offerors presenting the best value to the Government based on the evaluation of Bid Test Samples and written proposal. This is planned to be a seven year Indefinite Delivery Indefinite Quantity contract with a maximum quantity of approximately 565,783. The Solicitation will be issued on or about July 13, 2007 and be available on http://procnet.pica.army.mil. See Numbered Note 26.
