Description
This is a Combined Synopsis/Solicitation (CSS) for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13.5 Test Program for Certain Commercial Items, a s supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Proposals (RFP) are being requested and a written solicitation will not be issued. The solicitation document and incorporat ed provisions and clauses are those in effect through Federal Acquisition Circular (Fac) 2005-16, Effective 22 Mar 2007& Class Deviation 2005-00001 and Defense Federal Regulation Supplement (DFARs), current to DCN 20070531. It is anticipated that payment will be made by Government Visa Credit Card. This acquisition is un-restricted. The North American Industry Classification System (NAICS) is 423860 with a size standard of 100 employees. All prospective offerors must be actively registered in the Central Contractor Registration. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.html. The award will be firm-fixed-price contract based on 1) proposed products technical capacity to meet the Governments need and 2) price. The proposal shall consist of one Contract Line Item Number (CL IN) 0001, Quantity: 1, Unit of Issue: Each, Description: One C-130 Fuselage (minus the wings, vertical stabilizer, rudder and elevators. Flight station optional. Fuselage to be supplied must be visibly presentable (no damage, holes, vandalized, odd paint schemes, etc.). Cargo compartment will be complete and operable according to the salient characteristics listed in the statement of work. Requirement includes transportation to the site and installation. The statement of work and installation drawings f or the C-130 Fuselage along with the CSS are located at the U.S. Army Contracting Agency Yuma web site www.yuma.army.mil/contracting under RFQs. The successful offeror will be responsible for making all transportation arrangements and providing transportat ion of the C-130 Fuselage to the U. S. Army, Yuma Proving Ground, AZ. Vendors shall include all transportation costs in their proposals. All proposals shall be clearly marked with Request for Proposal number W9124R-07-T-1073 and emailed to emailed to the P OC listed below or sent by facsimile to 928-328-6849 no later than 25 June 2007, Noon Mountain Standard Time (MST). As a minimum offerors shall include with their signed proposal the following information: (1) RFQ number, (2) company name and address, (3) point of contact with telephone and facsimile number and e-mail address, (4) be registered in ORCA and CCR or submit a completed copy of FAR 52.212-3 Representations and Certifications Alt I, (5) price, to include any applicable freight, (6) proposed deliv ery schedule, (7) sufficient technical literature and description to enable the government to evaluate conformance with the technical requirements, and (8) a statement indicating that Government VISA credit card will be acceptable as the method of payment. Offers that fail to furnish required representations or reject the terms and conditions of this solicitation may be excluded from consideration. In addition, all technical questions concerning this requirement must be emailed to the POC listed below no l ater than 18 June 2007, Noon MST. Technical questions will be answered in the form of an amendment to the solicitation. Arizona vendors are to include the Arizona Transaction Privilege Tax. Offerors that fail to furnish required representations or technica l information as required by FAR Clause 52.212-1 cited below, or reject the terms and conditions of this solicitation, may be excluded from consideration. If you are registered in the Online Representat ions and Certifications Application (ORCA) website at https://orca.bpn.gov/ and have the information posted, you are only required to submit a signed copy of section (k) of FAR Clause 52.212-3 in place of 52.212-3.
