Description
This posting is to inform about the Sole Source renewal purchase of Motivation Web Application. Please see the attached Sole Source Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a sole source requirement in accordance with FAR 6.302-1. WPAFB intends to award to Brittingham Software Design Inc., 6 Kellie Ct, Califon, NJ 07830. The Request for Quotation (RFQ) number is FA8604-07-R-7035. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular FAC 2005-16, Effective 22 Mar 2007 & Class Deviation 2005-o0001 and DFARS Current to DCN 20070531 Edition. This solicitation incorporates the following clauses by reference: Federal Acquisition Regulation (FAR) 52.204-7, 52.212-1, 52.212-3 Alt I, 52.212-4, 52.212-5, 52.222-3, 52.222-19, 52.222-21, 52.222-22, 52.222-26, 52.222-36, 52.225-13, 52.232-33, 52.232-36 Department of Defense FAR Supplement (DFARS) 252.204-7004 - Alternate A, 252.211-7003, 252.212-7001, 252.225-7000, 252.225-7001, 252.225-7002, 252.232-7003, 252.232-7010, and 252.247-7023 Alt III. This solicitation incorporates the following clause in full text: Air Force FAR Supplement (AFFARS) 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
