- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using the simplified acquisition procedures of FAR Part 13 to procure Search for International Terrorist Entities (SITE Institute) application by the HQ USAINSCOM, Directorate of Contracting, ATTN: IAPC-DOC, 8825 Beulah Street, Fort Belvoir, VA 22060-5246. The Govt intends to award a sole source contract for the above products and services to the firm of Tempest Publishing, LLC (DBA as IntelCenter). IntelCenter is deemed the sole manufacturer and distributor of Search for International Terrorist Entities (SITE Institute) application. Further, there are no other distributors or sources available. The Proposed contract action is for services for which the Government intends to solicit only one source. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. A determination by the Government not to compete with this proposed purchase order/contract based upon respons es to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
