Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 003 TO THE COMBINED SYNOPSIS/RFQ FOR LIQUID OXYGEN TO STENNIS SPACE CENTER. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to answer questions that have been raised in response to the solicitation. No further written inquiries will be accepted once this amendment is posted. QUESTION 1: C5.3 Unforecasted Destinations - Do you anticipate many within the 12 month period of this contract? RESPONSE: The Government does not anticipate an unforecasted destination. The purpose of this clause is to support the Government in situations where an installation in close proximity requires small amounts of liquid oxygen or nitrogen. These cases are very rare, and occur on a one-time or limited basis. QUESTION 2: C6.2 FAR 52.247-66 Returnable Cylinders (May 1994) - Do you anticipate cylinders to be used and or left at your facility? It is our anticipation to deliver from our tankers then leave immediately without leaving equipment at your site. RESPONSE: This clause has been removed. See Amendment 002. QUESTION 3: C6.5 1852.223-70 Safety & Health [paragraph] (d) and (e) - Does this article apply to activity at the Government site activity only? RESPONSE: The key concept of NFS 1852.223-70 Safety and Health is embodied in the words ?that may be of immediate interest to NASA, arising out of work performed under this contract,? listed in paragraph (d) of the clause. The requirements of paragraph (d) and (e) of NFS 1852.223-70 are applicable to the Government site as well as any other site where work under this contract is performed, where an incident or accident may be of the immediate interest to NASA [e.g., accident at the delivery point, injury to Government personnel (including contractor employees working on NASA contracts) during a quality audit at the contractor?s facility, etc.]. An incident or accident at the contractor?s facility DOES NOT necessarily constitute an occurrence that warrants notification to the Government. However, in accordance with C5.1-Flash Reports, the contractor shall provide notification of any accident or incident which may have an adverse impact on the contractor?s ability to deliver requirements to the Government. The due date for receipt of offers is not extended.
